Request for Information (RFI)/Sources Sought DRAFT Personnel Qualifications Request for Information (RFI)/Source Sought DRAFT Statement of Work (SOW) This Notice is both a Sources Sought and a Request for Information (RFI). Responses to this Notice will be used to gain technical and market information and may be used to determine whether the requirement, should it materialize, will be made on a competitive, limited, or sole source basis. This is neither a formal request for proposal (RFP) nor a formal request for quote (RFQ). The Government will not reimburse any costs associated with the development and submission of materials in response to this request. No solicitation is available at this time; however, should such a requirement materialize, no basis for claims against the Naval Research Laboratory (NRL) shall arise as a result of a response to this Sources Sought notice or NRL's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. This Naval Research Laboratory (NRL) Sources Sought/Request for Information (RFI) seeks Capability Statements from sources capable of providing the following services: (1) Engineering services for maintenance and development of the Space Science Division (SSD) information technology infrastructure (resources include hardware, information servers, management information systems, software, scientific computing, office automation, networking, conferencing); (2) Information technology systems and network management, planning, operations, information security and help desk support; (3) Management Information Systems (MIS) software engineering and support (subsystems handle Job Cost information, Comptroller Data Interface (for reconciliation), budget management, contracts tracking, Defense Civilian Payroll transfer, library publications tracking, inventory/ADP resource management, personnel information); and (4) Scientific research software engineering and support within the SSD branches. Capable sources must have a SECRET Facility Clearance. A Cost-Plus-Fixed-Fee level of effort contract with a period of performance of one base year and four option years is anticipated. The anticipated level of effort is 9075 hours annually for the base year and for each option year. The incumbent contractor is Information Delivery Systems Inc., (IDS Inc), 7305 Quetzal Drive, Bowie, MD 20720, under Contract N00173-11-C-6005. The Space Science Division (SSD) at NRL conducts a broad spectrum of basic and applied research programs in the space sciences to satisfy Naval and national goals. These include upper/middle atmospheric science, high-energy space physics, terrestrial applications, and solar and heliospheric physics. All science and management activities within the three branches and at the Division level involve extensive use of IT systems. Resources In order to aid industry in evaluating their ability to provide the requirement, the following documents are provided with this RFI. 1. DRAFT Statement of Work 2. DRAFT Personnel Qualifications Capability Statement Organizations responding to this RFI are requested to provide a Capability Statement. The Capability Statement should indicate whether the Contractor is capable of providing the required Space Science Information Technology Support and provide sufficient information to support the capabilities asserted. The Capability Statement must state whether the organization's product is commercial item, non-commercial item, developmental item, or services and provide support for that determination. RFI Technical and Administrative Questions NRL is requesting responses to the following questions: 1. Is the vendor currently in SeaPort (the Navy's electronic platform for acquiring support services)? If so, under what functional areas pertinent to the Statement of Work? Is the vendor on a GSA schedule for IT? 2. The current MIS system is highly customized, particularly in financial management and in reporting, and it interfaces with NRL Comptroller's system. How will the service provider maintain MIS coverage for the SSD and for other NRL Divisions, including proper interactive interface to the NRL Comptroller system? CAPABILITY STATEMENT AND RESPONSE TO TECHNICAL QUESTIONS a. Capability Statement and information about offered products or services that meet the requirements listed in this RFI. b. Response to the technical questions listed above. 3. Pricing, Schedule, and Commerciality Information Catalog prices, rough order of magnitude costs, and delivery schedule. 4. Assumptions A list of assumptions, if any, which were considered in formulating the response. Disclosure of Information NRL will not publicly disclose proprietary information obtained as a result of this RFI. To the full extent that it is protected by law and regulations, information identified by a respondent as Proprietary or Confidential will be kept confidential.
