- JOFOC (redacted) The purpose of this notice is to provide a Justification and Approval for Other than Full and Open Competition in order to procure services under a sole source award to The National Academies of Sciences, Engineering and Medicine (NAS). The Department will fund NAS to develop: · A background paper authored by a commissioned consultant, to review and synthesize the existing literature and identifies exemplary approaches on the use of school funding formulas to finance preschool programs that include standards for workforce qualification requirements and compensation that are comparable to elementary educators in the same school systems. · An expert meeting with the paper author and an additional 3-5 speakers to present, and discuss with invited participants, examples of financing mechanisms, including school funding formulas as well as other models, that are currently being employed to support high quality preschool with well-qualified educators and administrators who receive adequate compensation packages. This background paper will include standards for workforce qualification requirements and compensation that are comparable to elementary educators in the same school systems. NAS developed the comprehensive report on Transforming the Workforce for Children Birth study, funded by the U.S. Department of Health and Human Services (HHS), the U.S. Department of Education, and private foundations. This requirement is a continuation of previous work completed by NAS from a larger research study on the early learning workforce, which will be used to develop the background paper under this requirement.
