Description
sources sought response form This is a SOURCES SOUGHT notice. The U.S. Army Corps of Engineers, Detroit District, is seeking potential firms that have the capability to provide construction services as defined in the scope of work for project entitled West Center Pier Repairs. The location of the project is Sault Ste. Marie, Michigan. The Scope of Work (SOW) will include: Provide all equipment, materials, labor, support, and management needed to complete stabilization repair work along the West Center Pier at the Soo Locks Facility in Sault Ste. Marie, Michigan. The Soo Locks are located on the St. Marys River at Sault Ste. Marie, MI, on the international border with Canada. The locks assist ships navigating the 21 foot drop from Lake Superior to the St. Marys River. There are two operating locks at the Soo, the MacArthur Lock and the Poe Lock. The West Center Pier forms the north side of the approach channel to both the Poe and MacArthur Locks and is frequently used as a mooring area for vessels waiting their turn to pass through the locks and for vessels idled when fog closes the river to navigation. The repair effort includes trenching out an approximate 2 foot depth of channel bottom bedrock foundation to allow for installation of approximately 350 lineal feet of anchored steel sheet pile wall adjacent to the approach wall. Grout will be installed between the existing approach wall and the required sheet pile wall in a fashion that will allow all voids in the bedrock foundation to be filled. The sheet pile wall shall be anchored to the existing concrete monolith structure on the approach wall by mechanical and/or epoxy anchorages. A total of 5 bollard structures including reinforced concrete foundations shall be reconstructed along the surface of the structure. The Contractor shall also construct a concrete overlay over the existing concrete monolith structure to restore the deteriorated surface. There are several utilities in the area of construction that will need to be protected and not disturbed during construction. Due to load restrictions near the structure, loading will be limited to the areas designated in the plans and specifications during construction. Vehicles and machinery must access the work zone from the adjacent marine environment due to limited accessibility from land. It is imperative that the construction activities associated with this project do not disturb or negatively impact the commercial navigation industry that utilizes the Soo Lock facility. The contract will start on 1 August 2016 and is required to be completed on 15 November 2017. The estimated award date of the contract is 1 August 2016. The estimated cost of construction is between $1,000,000 and $5,000,000. The North American Industrial Classification System (NAICS) code is 237990, which has a size standard of $36,500,000 in average annual receipts. This is NOT a request for proposal. This announcement is for planning purposes only. Qualified companies are encouraged to respond. The response to this notice shall be in summary format and shall not exceed eight (8) pages, including the attached response form. In order to determine the extent of industry interest and experience in the project, interested contractors shall present the following information: 1.A completed Sources Sought Information Request Form located in this "Sources Sought" notice on www.FBO.gov. 2.If applicable, identification and verification of the company as a Small Business, HubZone, 8(a), Service Disabled Veteran Owned Business, and/or Woman Owned Small Business, subject to verification by the Small Business Administration. 3.A letter from the firm's bonding company verifying that the firm can be bonded up to the amount of this project (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). 4.4. Past Experience - provide descriptions of three projects substantially complete or completed within the last five years which are similar to this project in size, scope, and dollar value. 5.5. A statement identifying what portion of the work would be self performed, and how it would be accomplished. Qualified companies, regardless of their size or socio-economic status, are encouraged to respond. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. All firms that are interested in responding are invited to submit their information via email only to the Contracting Division at LRE-Quotes@usace.army.mil and Dean.Liguori@usace.army.mil. Responses must be provided in either Microsoft Word or Adobe Acrobat PDF format. Please submit responses no later than the time stated in this notice on www.fbo.gov.
