sources sought response form This is a SOURCES SOUGHT notice. The U.S. Army Corps of Engineers, Detroit District, is seeking potential firms that have the capability to provide construction services for installation of electrical and mechanical equipment to electrically operate and remotely control the Lake Superior Regulatory Structure, hereinafter referred to as the Compensating Works. The location of the project is the U.S. owned section of the Compensating Works located at the head of the St Mary's River rapids between the cities of Sault Ste. Marie, Michigan and Sault Ste. Marie, Ontario. The driving factor behind remotely controlling the gates is to decrease the rate of water level change and optimize water velocity in the downstream rapids for purposes of increased fish spawning and habitat creation. The Scope of Work (SOW) will include electrical operation and remote controls as defined below: - Electrical Operation (Locally Controlled System): Augment the manual hand crank operation with the installation of electrical actuators to operate the Compensating Works eight (8) sluice gates using electric-powered motors, in addition to actuator manual operation. - Remote Controls (Remotely Controlled System): Install a PLC based, centrally located and remotely controlled gate Supervisory Control and Data Acquisition (SCADA) system such that gate movement is manually entered for any or all gates with gates adjusting at selected rates and sequence of gate movements. Work will include but not be limited to construction and installation of the following: roughly 3,500 lf of high voltage (4160-volts) power ran through a duct bank along the north dike connecting the Compensating Works to the Powerhouse, new 4160/480 transformer, new climate controlled electrical building (estimated 200 sq ft) to house equipment and SCADA display, 24-strand fiber runs connecting system to multiple buildings on the site, installation of electrical actuators, security camera and alarm system upstream and downstream of the Compensating Works integrated into the SCADA system, installation of gate height measurement equipment, installation of a flow rate measurement system, removal and disposal of existing power cables, actuators and associated equipment. This project is logistically challenging and it's anticipated that marine installation activities will be required. A barge can be moored to the upstream end of the peninsula on which the Compensating Works is located for delivery of materials or alternate methods of delivery by the contractor may be considered. The contract will start on 1 September 2016 and is required to be completed on 15 November 2017. Contract award is estimated in early August 2016. The estimated cost of construction is between $1,000,000 and $5,000,000. The North American Industrial Classification System (NAICS) code is 238210, which has a size standard of $15,000,000 in average annual receipts. This is NOT a request for proposal. This announcement is for planning purposes only. Qualified companies are encouraged to respond. The response to this notice shall be in summary format and shall not exceed eight (8) pages, including the attached response form. In order to determine the extent of industry interest and experience in the project, interested contractors shall present the following information: 1.A completed Sources Sought Information Request Form located in this "Sources Sought" notice on www.FBO.gov. 2.If applicable, identification and verification of the company as a Small Business, HubZone, 8(a), Service Disabled Veteran Owned Business, and/or Woman Owned Small Business, subject to verification by the Small Business Administration. 3.A letter from the firm's bonding company verifying that the firm can be bonded up to the amount of this project (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). 4.4. Past Experience - provide descriptions of three projects substantially complete or completed within the last five years which are similar to this project in size, scope, and dollar value. 5.5. A statement identifying what portion of the work would be self performed, and how it would be accomplished. Qualified companies, regardless of their size or socio-economic status, are encouraged to respond. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. All firms that are interested in responding are invited to submit their information via email only to the Contracting Division at LRE-Quotes@usace.army.mil and Dean.Liguori@usace.army.mil. Responses must be provided in either Microsoft Word or Adobe Acrobat PDF format. Please submit responses no later than the time stated in this notice on www.fbo.gov. Please reference "SOURCES SOUGHT: Gate Automation" in the subject line. Respondents will not be contacted regarding their submission or information gathered as a result of this Sources Sought notice. The formal solicitation will be issued at a later date by a separate announcement.
