CLASSIFICATION CODE(s): Construction; Real Estate and Rental and Leasing NAICS CODES: 236220 - Commercial and Institutional Building Construction 531120 - Lessors of Nonresidential Buildings RESPONSE DATE: January 4, 2016 POINT OF CONTACT: Susan Goodwin Procurement Representative susan.goodwin@srs.gov OVERVIEW: Savannah River Nuclear Solutions, LLC, (SRNS) is seeking interested parties for a lease for an advanced chemical manufacturing collaborative space within a university/industry collaborative complex. The space will be located in a delineated area that is 1) within a 20 mile maximum proximity to the US Department of Energy property at the Savannah River National Laboratory in Aiken, South Carolina and 2) in proximity to an accredited university offering undergraduate majors in science, technology, engineering and mathematics disciplines. Background: Savannah River National Laboratory is located on South Carolina SC 1 approximately 14 miles south of Aiken. It is the Department of Energy (DOE) Office of Environmental Management (EM) national laboratory managed and operated by SRNS. GENERAL SCOPE DESCRIPTION: SRNS is seeking modern, environmentally friendly, energy efficient space located within a collaborative complex (for open collaboration and research) with industrial and academic partners practicing advanced manufacturing. The space will house approximately 110 personnel conducting research, engineering, manufacturing and administrative work within a space of approximately 70,000 square feet. The objective of the AMC is to have a private entity provide laboratory and office space, maintain the facility, and subsequently execute a lease agreement with SRNS. ∙ Non-radiological work would be performed including technology research and development, pilot and scale-up. ∙ Open, closed and flexible laboratories and offices would be housed within single or multi-story space. ∙ Meeting, amenity, and collaboration spaces would be provided. ∙ Communication equipment, network and data visualization capabilities would be sufficient to support state of the art advanced manufacturing research and engineering. ∙ Space would meet or exceed criteria sufficient to attain a Leadership in Energy and Environmental Design (LEED TM ) certificate. ∙ Occupancy is desired no later than June 2018. The AMC requires two types of general spaces: general purpose office space, and laboratories. Office Space: A total of approximately 24,000 GSF of office space is needed for staff and collaborating industrial and academic partners. Multiple space types in an interdisciplinary, collaborative environment are required: 1. Visitor Badging Area A reception area includes a welcoming entryway and area where visitors can check-in and receive visitor badges. 2. Technical, Academic and Industry Personnel Office space would include a mix of private and open offices (to suit tenant needs), along with small-meeting rooms, informal gatherings, break areas, and places for storage and copy/mail support. Space will be flexible for informal collaborative work areas, meetings, and events and would also function as flexible space for summer student offices, study areas, poster sessions, and informal gatherings. Laboratories: A total of approximately 46,000 GSF of additional space is needed for advanced manufacturing research, engineering and technologies activities. Multiple space types in an interdisciplinary, collaborative environment are required: 1. Wet Chemistry Labs Testing and analysis of chemicals and materials require water, ventilation and piped utilities. Wet laboratory space must accommodate simultaneous and separate ventilation and utility connections at individual lab modules to ensure both the reliability and accuracy of results as well as occupant safety throughout the space. 2. Engineering Fabrication Labs Electro-mechanical fabrication and development requires open concept multi-function laboratory space suited to frequent adjustment to accommodate changing investigative purposes with few piped services. The space will accommodate project-specific work and scientific equipment. Lab design provides reliable working conditions in a somewhat mobile environment. 3. High Bay/ Industrial This space will accommodate a structured working environment with a heavy reliance on machinery and technology. Work functions can include metal work, millwork, fabricating, finishing, manufacturing, assembly, disassembly, and packaging of materials and pilot scale equipment and components. Functions: The space must be fully capable of supporting current (as identified below) and future primary functions of the AMC. 1. Administration and Support Includes offices, conference rooms, restrooms, vending and break rooms, waste management facility, and printer/file/storage rooms. 2. Virtual Reality and Simulation Laboratories ∙ State-of-the Art Virtual Simulation Cave ∙ Semi-Immersion Virtual Reality Stations ∙ Individual Workstation Simulators ∙ Large-Area Simulation and Training Space 3. Computational Laboratory ∙ Process Modeling and Simulation-Smart Manufacturing ∙ Software Engineering for Process and Hardware Control 4. Synthesis and Processing ∙ Materials Chemistry and Processing ∙ Gaseous Systems and Processing ∙ Wasteform Development and Processing 5. Reaction Engineering ∙ PI Device and System Testing and Evaluation ∙ Pilot Scale/Prototype Chemistry/Chemical Engineering High Bay ∙ Integrated Process Instrumentation, Sensors, and Controls ∙ External Source Effects: Microwave, Ultrasound, and Plasmas 6. Manufacturing Technology ∙ Additive Manufacturing-3D printing ∙ Advanced Robotics and Autonomous Platforms ∙ Advanced Joining and Inspection Technology ∙ Micro-Fabrication Technology for PI Devices 7. Support Facilities ∙ State-of-the Art Chemistry and Materials Characterization Laboratory ∙ Chemistry Prep Laboratories RESPONSE REQUIRED: Entities that would be interested in leasing a space/facility to SRNS must respond with a Letter of Interest by January 4, 2016.
