- Sole Source Justification Under the Authority of Federal Acquisitions Regulation, Part 6, Subparts 6.301 and 6.302, The U.S. Census Bureau, on behalf of the Economics and Statistics Administration (ESA), intends to contract with Haver Analytics, on a sole source basis to provide software licenses, software maintenance, and data support services for Data Link Express Software. Because of ESA's ongoing joint work with the Council of Economic Advisers, Treasury Department, Labor Department, and Office of Management and Budget, ESA requires their own data files and analysis to be interoperable iwth these agencies' own analysis files such as Excel files and Strata programs could be seamlessly shared among agencies, all of whom are using Haver Analytics. The period of performance for this membership consists of a base year and four option years. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Census Bureau's needs. Detailed capabilities must be submitted to victor.l.thomas@census.gov, by 3pm on Friday, 18, 2015. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within 15 days from the publication of this synopsis, a contract may be issued to Haver Analytics, without further notice.
