- General Information Document Type: Presolicitation Notice Solicitation Number: SOL-176-16-000003 Posted Date: 12/08/2015 Original Response Date: Current Response Date: Original Archive Date: MANUAL Current Archive Date: Classification Code: NAICS Code: 541990 - All Other Professional, Scientific and Technical Services Contracting Office Address Agency for International Development, Overseas Missions, Kazakhstan USAID-Almaty, Dept. of State, Washington, DC, 20521-7030 Description The United States Agency for International Development, Kyrgyz Republic (USAID/Kyrgyz Republic) intends to release a full and open Request for Proposals (RFP) for a three-year basic, education activity entitled "Time to Read!" with an estimated total value of $8,300,000. The purpose of this award will be to improve early grade reading outcomes in grades one through four in targeted schools in the Kyrgyz Republic by a) improving reading instruction in grades one through four; b) improving access to quality reading material that will support the development of reading; and c) increasing government support to improve reading. The contractor will work with the Kyrgyz Republic Ministry of Education and Science and its affiliates and other stakeholders in the education sector. At the school and district level, the contractor will work with district education directors, school directors, teachers, librarians, and methodologists, including pedagogical instructors. The contractor will work with local authors and illustrators to develop mother tongue, age-appropriate and grade-appropriate reading materials in Kyrgyz and/or Russian for students in grades 1-4 that support the Ministry of Education and Science learning standards. The contractor will also work with local authors, illustrators, book sellers, and publishers, develop innovations to sustain reading material availability, and further the goal of improving primary reading outcomes by engaging with family and community members in the target geographical areas. This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP) and in no way obligates the US Government to release an IFB/RFP or award a contract nor does it commit the US Government to pay for costs incurred in the preparation and submission of a proposal.
