Appendix B Appendix A Draft PTS PWS This is a Request for Information (RFI) as outlined in FAR 15.201(c)(7). The purpose of this RFI is to accomplish market research pursuant to Federal Acquisition Regulation (FAR) Part 10, and to identify qualified small businesses capable of providing the countermeasures and security technology services described herein. This notice is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP), or a commitment on the part of the government to conduct an acquisition for the below-listed services in the future. Respondents are advised that the government will not pay for information submitted in response to this RFI, nor will it compensate respondents for any costs incurred in the development/furnishing of a response. The government will not entertain telephone calls related to this RFI. One of the purpuses of this RFI is to identify whether Small Business concerns are capable of meeting the government's requirement. An analysis of the results may affect the Department's decision to set-aside or not. CONSTRAINTS The following constraints apply to this requirement: 1.Requires the Contractor to obtain an Iraqi business license before performance can commence. 2.Requires the Contractor to obtain an Afghan business license before performance can commence. 3.Facility Clearance Requirement: TOP SECRET by the time of proposal submission. A SECRET facility clearance will be required to receive the request for proposal (RFP). INSTRUCTIONS If your company is interested in this opportunity, please respond to this notice with the following information: 1.Company name, address, points of contact including phone numbers and e-mail addresses, manufacturing sites and locations; 2.In an easily identifiable location, include your company cage code and DUNS Number, business size standard, as well as the socioeconomic status under NAICS Code 541330 (Engineering Services) or other relevant and appropriate NAICS codes; 3.An executive summary (no more than 3 pages) that addresses your company's overall capabilities to support this requirement including providing qualified personnel, travel and logistics support, and the oversight necessary to satisfy the requirements outlined in the attached Draft Protective Technology Services (PTS) performance work statement (PWS) section 5, Task Areas and Requirements and section 6, Program Management Requirements ; 4.Relevant Work Experience (use template provided, see Appendix A ): a.Include 3-5 past performance references ( Appendix A ) for similar work performed within the last three years, to include contract number, contract type, contract value, NAICS code, level of effort, labor categories, and company role (e.g., prime or sub); b.Provide an overview/summary narrative of the work performed; c.Describe how the contracted tasks relate to the task areas described in the PTS PWS Section 5, Task Areas and Requirements and section 6, Program Management Requirements ; d.Identify and describe any staffing or travel-related issues that were encountered and how they were resolved and/or mitigated; e.Provide copies of corresponding CPARs (if applicable). 5.Experience Transitioning in/out of High Threat Areas (use template provided, see Appendix B): a.Provide 3-5 past performance references ( Appendix B ) describing specific experience transitioning personnel in and out of high threat areas (e.g. Iraq, Afghanistan) within the last three (3) years. Note: Contracts being used in Appendix A can be used in Appendix B. Both templates must be completed even if the same contract(s) is being used. 6.Ability to Provide Cleared and Qualified Personnel: a.Complete the table below demonstrating the current number of cleared personnel (companywide): Current Number of Employees by Clearance Level Secret _____ Top Secret _____ Top Secret/SCI ____ 7.Ability to obtain and maintain employee visas (i.e. ability to liaise with the host country to request and obtain entry visas for all OCONUS and TDY employees) to include high threat areas (e.g., Iraq, Afghanistan) a.Provide one (1) copy of your company's Iraqi business license (if applicable). b.Provide one (1) copy of your company's Afghan business license (if applicable). How to Respond Please address each of the seven (7) items above to the best of your firm's ability, given time and resources, within a 20 page limit. There will be NO compensation for responses to this sources sought notice. All participation is purely voluntary and shall incur no costs to the Government.
