Description
This notice is issued by the NASA/GRC to post a request for information via the internet, and solicit responses from interested parties. This document is for information and planning purposes and to allow industry, academia and other government agencies the opportunity to submit technical and business information relative to the information set forth below and to identify potential sources. Important Notice: This sources sought notice is open to all interested and qualified parties See note (1). This sources sought notice will be used to compile a list of parties eligible to compete for a potential NASA contract, grant or cooperative-agreement.Only parties that fully comply with the requirements detailed in this sources sought notice and reply within the specified timeframe will be eligible for participation in the competition and, therefore, be eligible for the award of a possible NASA contract or cooperative-agreement. This call follows a NASA Announcement of Opportunity process. Note (1): To qualify, all capabilities (listed under capability information to be provided) and schedule date(s) MUST be met. Background Due to the sensitive nature of the proposed experiments minimum information is provided in this sources sought. More will be provided to the selected proposers. NASA GRC is interested in engaging parties to conduct predefined experiments consisting of exposing samples to Bremsstrahlung radiation with user definable photon end point energies varying over a range of approximately 1 MeV to 3 MeV (million electron volts).The provider must be able to measure, control, and certify to a high-precision the electron current and electron end point energy level (i.e. the electron accelerating potential). The provider must be able perform a benchmark case of exposing samples for to a current of at least 175 micro Amp at 2 MeV. The provider must also have the ability to perform pre- and post-exposure gamma spectrum analysis on the samples using a High Purity Germanium Gamma Detector (such as HPGe), where posttest analyses needs to be performed within a short time interval (<15 min) after beam exposure. The provider will be expected to deliver a final oral and written report to NASA summarizing the research findings. Qualified providers are considered to be U.S. entities that are established and recognized for their LINAC equipment, gamma spectrum analyses, and experimental physicist capabilities.Due to the sensitivity of the project, No Foreign Nationals may participate in the effort. A description of the requirements of this sources sought notice follows below. The Process: As described in the important notice above, prospective parties must respond to this notice and must meet all criteria in order to receive an invitation to bid. NASA will review all submissions and determine the list of potential candidates based on the capability information provided. Potential candidates will be required to sign a non-disclosure agreement (NDA) and will receive a Request for Proposal. The request for proposal will be issued to the email information provided in your submission. At its discretion, NASA may request further discussions and/or clarification of the information submitted.If agreeable to both parties, such discussions may take place via teleconferencing or on-site visit to NASA Glenn Research Center facilities in Cleveland, OH at the responders expense.If they do occur, discussions will be constrained to a two hour time duration, and will consist of provider presentations and subsequent discussions of the presented material only. Representatives from NASA and their Contractors may be present for such discussions. It is anticipated that if an award or multiple awards are made, each award will not exceed $100,000.00. NASAs capability needs are further outlined below: Capability information to be provided: Please submit no more than a 2-page summary addressing the following points: Description of Linear Accelerator (LINAC) system; including - Listing of the energies achievable, - Table of current and voltages which can be achieved - Yes or No Can the 175 micro amp/2 MeV benchmark test condition be produced?; If not, please provide the maximum current which could be sustained at 2 MeV. - Length of time (in hours) the beam can be operated - Braking target material - The minimum distance at which a specimen consisting of a 7 ml vial can placed adjacent to the braking target - Approximate beam size and spread (angle) Description of equipment used to specify and measure current and electron energies (voltage) striking target. Certification regarding electron energy measurement equipment, calibration, and accuracy. Description of HPGe or other detector, including approach for calibration. Time required to move specimen from LINAC to detector and initiate post-test spectral analysis. Estimated start date and length of time available for use of all of the equipment. Based on a start date of early spring 2016. An additional (i.e. 3rd) page may be added to address the following: Brief biographical information of the Principal Investigator and the key team members demonstrating their qualifications for performing the requested effort. Period of Performance: It is anticipated that the RFP will be released, electronically, to qualified providers within 4-6 weeks after receiving capability information. Providers should anticipate that awards will be made in early spring, 2016, and that the work will commence immediately. It is anticipated that the duration of the work will continue as follows: Phase 1 through September 30, 2016; Optional Phase 2 (if successful and funding is made available) through Sept 30, 2017. Providers must be available to work on projects during this timeframe. RESPONSE INSTRUCTIONS: Due Date and Time: All responses shall be submitted in Word or PDF format to GRC electronically via email by 5:00pm EST on January 22, 2016 to: GRC-RFI-Sample-Exposure@mail.nasa.gov (Note: Questions can be submitted up to 5:00 PM on January 15, 2016 to this address along with a cc: to Melissa.A. Merrill@nasa.gov ) Required Information: Provide cover page with name and address of organization; name of point of contact, address, email address, and phone number. Organization must be registered in System for Award Management (SAM) with provided cage code. (Note: This cover page will not count against the 2 page summary or 1 page biographical information). Information Protection: NASA support service contractors may have access to partner submittals. All information received in response to this notice that is marked Proprietary will be handled and protected accordingly.NASA support service contractors are under an obligation to keep third-party proprietary information in confidence. By submitting a response to this notice, the responder is deemed to have consented to release of proprietary data to such NASA support service contractors. Return Policy: Responses to this notice will not be returned. Response and proposal costs will not be reimbursed: This Sources Sought opportunity does not guarantee an invitation to bid for an award, nor is it to be construed as a commitment by NASA to pay for the information solicited. It is expected that the partners selected to propose, shall develop responses and proposals that would provide (at no cost to NASA) technical data, proposal input, project schedules, and cost estimates as required. NASA will not reimburse organizations for the cost of submitting information in response to this Sources Sought. NASA will not pay for proposal preparation costs incurred by the partners. No solicitation exists: This is not a solicitation. Please do not request a copy of a solicitation. However, if a prospective provider, that is qualified, is invited to submit a proposal, it will be so notified and all necessary communications will occur at that time. Only parties that fully comply with the requirements detailed in this sources sought notice and reply within the specified timeframe will be invited to submit a proposal. Only invited qualifying parties will be eligible for the award of a possible NASA contract, grant or cooperative-agreement. NASA Clause 1852.215-84, Ombudsman, is applicable.
