- System Descriptions Draft PWS This is a Request for Information (RFI) only. Do not submit a proposal or quote. After reviewing the description of requirements, interested capable contractors are invited to provide responses to the following questions. Responses should follow this format and be submitted electronically as one complete document. This RFI is for informational purposes only and is not to be construed as a commitment by the Government to procure any items/services, or for the Government to pay for the information received. No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow-up information request. The purpose of this Request for Information (RFI)/Sources Sought is to identify potential sources that can provide support CECOM Software Engineering Center (SEC) Intelligence Electronic Warfare Surveillance (IEWS) Directorates Army Reprogramming Analysis Team - Program Office Operations Center (SEC ARAT-PO/OC). The CECOM SEC ARAT-OCs primary mission is to provide IT/IA support services and dissemination of software to the field for the other elements of ARAT-PO that are providing PPSS/PDSS for airborne and ground Electronic Warfare Systems (EWS). The ARAT-OC is the primary element responsible for the development of a tactical classified infrastructure to disseminate and support the rapid software reprogramming of EWS via the ARAT Warfighter Survivability Software Support Portal (AWSSSP). The ARAT-OC capabilities include the operational maintenance and administration of numerous Government servers and portals that are used to provide classified data connectivity for Soldiers. The ARAT-OC disseminates updated PPSS/PDSS mission software products via the AWSSSP to include revised Operational Flight Programs (OFPs), Mission Data Files, Mission Data Sets, Operational Threat Loads, and threat databases for all assigned airborne and ground-based EWS. The ARAT-OC provides Secret Internet Protocol Router Network (SIPRNET) access for more than 2,700 Soldiers, Sailors, Marines, and Airman, DoD civilians, and support contractors. The ARAT-OC maintains and enhances the secure IT infrastructure required to host the AWSSSP portal and support software development efforts. In support of the software development efforts for PDSS/PPSS the ARAT-OC provides IT and IA support to approximately 165 engineers and support personnel working in the ARAT-PO facilities. The primary support requirements will be: o System and Software (SW) Acquisition Support o Support to SEC SW Support Environments and Facilities and Post Production Software Support (PPSS) and Post Deployment Software Support (PDSS) o Rapid Reprogramming Support o Soldier Reachback Support o SW Architecture and Technology Support o SW Technology Demonstration and Transition o Cyber Security, Information Assurance (IA), and SW Assurance o Information Technology (IT) Infrastructure Support o Strategic Initiatives Background Information: Current contract: W15P7T-13-D-E022 KX01 Incumbent: Blue Canopy QUESTIONS 1. If you identify your company as a small business company, is your company interested in a prime contract for the ARAT Operations Center requirement? Please identify all socio-economic categories applicable to your company. 4. Government facilities will be provided for this effort at the CECOM Software Engineering Center (SEC) facility at Building 6006, Aberdeen Proving Ground (APG), MD. The contractor in support of this requirement shall utilize these facilities as the primary locations for management, system & software engineering and software maintenance work. Is your company located near APG, MD, or can staff be readily available to provide support at APG, MD within 60 days of contract award? 5. Describe your familiarity and experience with reporting procedures of deliverables, including Progress, Status and Management Reports, Performance Reports, Cost Reports and Technical Reports? If so, what was the average dollar value of those contracts? 6. Describe your experience, knowledge, and technical ability to accomplish the following requirements: o System and Software (SW) Acquisition Support o Support to SEC SW Support Environments and Facilities and Post Production Software Support (PPSS) and Post Deployment Software Support (PDSS) o Rapid Reprogramming Support o Soldier Reachback Support o SW Architecture and Technology Support o SW Technology Demonstration and Transition o Cyber Security, Information Assurance (IA), and SW Assurance o Information Technology (IT) Infrastructure Support o Strategic Initiatives 7. For each of the requirements listed above, answer the following questions: a) What percentage of this requirement do you plan to perform (not sub-contract out)? b) Of the work you will perform, describe your capability to perform the work today including infrastructure, current available FTEs, and applicable prior experience on this effort. Please also describe your company's current ability to provide the required support for a contract value of approximately $1.8M a year and approximately 13 FTEs. Where applicable, describe the process you will use in order to ramp-up to perform 100% of your portion of this requirement, including recruitment, timeframe, training, associated costs, etc. c) Of the remaining work that will be performed by sub-contractor(s), describe your teaming strategy and their capability to perform the work today including sub-contractor infrastructure, currently available FTEs, and applicable prior experience. Where applicable, describe how the sub-contractors will ramp-up to perform 100% of their portion of the work, including recruitment, timeframe, training, associated costs, etc. 8. Please provide an example in which your company was a participating contractor (prime or sub) in commercial website development, Cyber Security, and Network/System Administration. 9. Is your company currently providing similar services to another government agency or other non-government customer? If so, please identify the agency or non-government customer. If you are unwilling to share your customer's identity, please address whether your company offers the same or similar services commercially. 10. This contract is anticipated to be Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF); Does your company have a DCAA approved accounting system? If not, highly recommend you to review the checklist and tools under www.dcaa.mil, and download the pre-award accounting system adequacy checklist. 12. Interested companies may also provide a "White Paper" (no more than 5 pages in length) describing how its services and technical expertise could produce and deliver such capabilities as described in the attached draft Performance Work Statement (PWS) Description of Requirements below. Also, companies are encouraged to provide any innovative approaches and performance standards for measuring acceptable performance for these requirements.
