Combined Synopsis DD254 Specifications Statement of Work This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS (www.fbo.gov). The RFQ number is N39040-16-T-0076. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-83 and DFARS Change Notice 20151001. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The small business size standard for NAICS Code 562998 is $7.5 Million. This procurement utilizes full and open competition and seeks vendors capable of providing the following: 0001 Vendor Services, Sanitary Tank Cleaning #1 1 Job 1,850 gallons, on SSN 719 at Portsmouth Naval Shipyard, Portsmouth, NH in accordance with Attachment 1 Statement of Work, Estimated Start Date: 1/27/2016 - 03/7/2016. 0002 Vendor Services, Sanitary Tank Cleaning #2 1 Job 2,350 gallons, on SSN 719 at Portsmouth Naval Shipyard, Portsmouth, NH in accordance with Attachment 1 Statement of Work, Estimated Start Date: 1/27/2016 - 03/7/2016. 0003 Vendor Services, Sanitary Tank Cleaning #3 1 Job 800 gallons, on SSN 719 at Portsmouth Naval Shipyard, Portsmouth, NH in accordance with Attachment 1 Statement of Work, Estimated Start Date: 1/27/2016 - 03/7/2016. 0004 Vendor Services, remove all zinc anodes if present 1 Job in any tank in accordance with Attachment 1 Statement of Work, Estimated Start Date: 1/27/2016 - 03/7/2016. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Quotes will be evaluated based on the following criteria: - Technical Acceptability - Price System for Award Management (SAM): Vendors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. All contractors must have a valid U.S. Facility security clearance of CONFIDENTIAL or higher in order to respond to this solicitation. All contractor employees performing duties under the contract must be citizens or US nationals to be permitted access to the site. Contractor employees shall have a personnel security clearance granted at the level of CONFIDENTIAL or higher prior to being assigned to perform work in an area which is classified at the CONFIDENTIAL level. The contractor shall submit visitor requests via the Joint Personnel Adjudication System (JPAS). All classified material must be handled in accordance with the National Industrial Security Program Operating Manual (NISPOM) (DoD 5220-22-M) and Industrial Security Regulation (DoD 5220.22-R).
