Description
Foreign Credit Reporting Services THIS ANNOUNCEMENT CONSTITUTES THE ONLY NOTICE; PROPOSALS ARE NOT BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Export Import Bank of the United States (Ex-Im Bank) intends to award a sole source contract to the Coface, for Foreign Credit Reporting Services. Foreign Credit Reporting Services provides a crucial foreign credit research and analytical support without which the Bank would not be able to make critical financial decisions in its dealings with sovereigns, banks, and companies. It is anticipated that an award will be issued to Coface, approximately fifteen (15) days after the date of this notice unless the Government determines that any other organization has the capacity to meet this requirement. Period of performance for the intended contract will be for one year, with four one year option periods, for a maximum potential five year term. The sole source justification for the requirement is attached herein, and cites the following authorizations: Federal Acquisition Regulation (FAR), Subpart 6-302-1 "Only one responsible source, and no other supplies or services will satisfy agency requirements," FAR Subpart 6-302-5 "Authorized or required by statute", and pursuant to the authority of 41 U.S.C 253(c)(1) "Special documentation requirements." A determination by the government not to compete this proposed acquisition based upon responses to this notice and is solely within the discretion of the government. Ex-Im Bank intends to negotiate solely with Coface for the subject Foreign Credit Reporting Services, as Coface can provide the required reports. Ex-Im Bank uses the information contained in the Coface reports to ensure that foreign obligors under Exim transactions are creditworthy entities and meet Ex-Im Bank's underwriting standards. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government.
