- Registration Form Draft Performance Work Statement Directions to Timmerman Center The US Army Contracting Command - New Jersey (ACC-NJ) located in Fort Dix, NJ on behalf of Project Manager (PM), Department of Defense (DoD) Biometrics/Product Manager Biometrics Enabling Capability (PM BEC) will be conducting an Industry Day Event on 18 December 2015, from 9:00 am to 1:00 pm Eastern Standard Time (EST). LOCATION: The event will be held at the Timmerman Center; Building 5441; Pennsylvania Avenue and 8th Street; Fort Dix, NJ 08640 (see Attachment 01 for Driving Directions). The event will begin at 9:00 am EST with sign-in beginning at 8:00 am EST. PURPOSE: The purpose of this event is to provide and discuss information regarding PM BEC's upcoming procurement of Department of Defense Automated Biometric Identification System (DoD ABIS) Sustainment Services and Service Life Extension. IMPORTANT INFORMATION: This announcement is to exchange information with Industry. This event will not consist of one-on-one sessions. It will be a briefing with a question and answer period. BACKGROUND: This procurement is for a System Integrator to provide Operations and Maintenance support services, sustainment, enhancements and modifications of the existing DoD ABIS (version 1.2) as well as the creation of the DoD ABIS 1.3 baseline. The System Integrator Sustainment Services and Service Life Extension for DoD ABIS is across five major areas: Program Management, System Engineering, Logistics Management, Sustainment Services (System Operations and Maintenance), and Service Life Extension (System Development, Engineering, and Enhancement). The scope of this requirement includes the design, development, test, integration and maintenance of the hardware and software baseline pertaining to the following tasks, which are further defined in Section 3, Performance Requirements of the Performance Work Statement. It is anticipated that the Government will award a Cost Plus Incentive Fee with Cost Reimbursable (no fee) Task Order. The anticipated period of performance shall be twelve (12) month base period and four (4) twelve (12) month option periods. REQUIREMENT: PM BEC is responsible for executing the system life cycle management responsibilities for the Army enterprise biometrics solution for ingesting, storing, processing, matching, sharing and managing over 18,000,000 national biometrics records for adversary and neutral/unknown/non-aligned population groups across the full range of military operations. These capabilities are currently provided by DoD ABIS, which serves as the central, authoritative enterprise repository for biometrics data collected in the field from known and suspected terrorists, along with persons of interest to the Department of Defense. This acquisition establishes the requirements for a System Integrator to provide Operations and Maintenance support services, sustainment, integration of critical end-of-life upgrades, as well as enhancements and modifications of the existing DoD ABIS with an omnibus solution to acquire a wide range of system support and Information Technology services and solutions. The scope of this contract is to sustain the current operational baseline system (DoD ABIS 1.2), and to implement a Service Life Extension effort to address major component end-of-life issues resulting in a DoD ABIS 1.3 baseline. The DoD ABIS repository uses biometrics data to enable deployed forces to distinguish between adversaries and innocents and decide on the approach to respond based on scientific processing to support the military, homeland security missions and other assets across Department of Defense, Federal agencies, and international partners. The anticipated North American Industry Classification System (NAICS) code is 541512 for "Computer Systems Design Services," with a size standard of $27,500,000.00. ATTACHMENTS: Attachment 01- Directions to Timmerman Center located at Fort Dix, NJ Attachment 02 - Draft PWS_dated 09 December 2015 Attachment 03 - Registration Form INDUSTRY DAY EVENT INSTRUCTIONS: The following are required information to be provided prior to the Industry Day event: 1. Industry Day Registration/Base Access: Please follow the instructions in Attachment 03, Registration Form. Completed Registration Forms shall be submitted to kelly.t.macnutt2.civ@mail.mil no later than 3:00pm EST on 15 December 2015. Registration Forms received after this date and time will not be processed and access will not be granted. Please Note: Each attendee must have a valid State or Federal photo identification. Fort Dix Army Base is a segment of the Joint Base McGuire-Dix-Lakehurst (JBMDL) military installation and as such, the security and safety of the base and personnel are highly important. Only pre-registered attendees with a valid State or Federal photo ID will be authorized to enter the base via the JBMDL welcome centers. Unexpected arrivals will not be allowed entry. Also, the Security Forces Commander may cancel entry authority for this event at any time if the Force Protection Conditions increase or a specific threat is perceived that could put the installation, personnel and attendees in danger. 2. Advance Questions: Any specific questions regarding the DoD ABIS requirement that you would like the Government to answer during this event must be submitted to the Contract Specialist, via e-mail, olajumoke.f.oluwagbemi.civ@mail.mil and Contracting Officer, Amy Sentner, amy.sentner.civ@mail.mil no later than 3:00 pm EST on 15 December 2015. The Government intends to address all submissions, however, due to time constraints, some submissions may not be addressed during this event. 3. Request for Industry Feedback: The Government greatly appreciates areas of feedback from industry. Therefore, the Government requests that all interested parties, under the anticipated NAICS code, provide feedback to the Government. This feedback shall be submitted to the Contract Specialist stated above no later than 3:00 pm EST on 22 December 2015. Please do not include or attach brochures, or any additional information, in your response. The Government will not reimburse any concern for any information that is submitted in response to this posting or travel costs incurred as a result of participating in this Industry Day event or providing the feedback. Any and all submitted information is voluntary.
