Description
The US Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project entitled: McNary Fishway Entrance Permanent Closures OR and WA Shore. The construction will occur at McNary Dam, Umatilla, OR on the Washington and Oregon shores. This will be a firm-fixed-price construction contract. The North American Industry Classification System (NAICS) code for this project is 237990, Other Heavy and Civil Engineering Construction and the associated small business size standard is $36,500,000 in average annual receipts. The estimated magnitude of construction is between $500,000 and $1,000,000. This sources-sought announcement is a tool to identify small businesses with the capability to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. 1) A capability statement expressing interest in this requirement, describing your company and its capability to complete a project of this scope, magnitude and complexity. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. 2) A statement or list of your firm's current or past technical experience similar to or the same as the summary scope of work and construction magnitude for this requirement. Include a description of each project scope, schedule, and dollar value. 3) A statement or list of your firm's current or past performance similar to or the same as the summary scope of work and construction magnitude. Include a point of contact name, phone number and email address. 4) A statement of your firm's bonding capacity. 5) A statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), Small Business). Submit this information to Cynthia Jacobsen, Contract Specialist, via email to cynthia.h.jacobsen@usace.army.mil. Your response to this notice must be received on or before 2:00PM (PST) on December 22, 2015. Summary of Scope of Work: This project is to construct permanent closure of two fish ladder entrances near the spillway. One entrance is on the Washington Shore Ladder and one on the Oregon Shore ladder. Openings are approximately 15 feet wide and up to 48 feet high. Existing stoplogs will be removed from the entrances for Contractor disposal. Washington Shore Fish ladder stoplogs have tested positive for toxic metals based paint coatings. No toxic metals based paints are anticipated on the existing Oregon Shore stoplogs. New steel Hollow Structural Shapes (HSS) structures will be built and lowered into the entrance slots. The HSS may require shear studs to be installed onsite during installation. Expanding openings in the concrete may be required to install the HSS. Concrete will be placed around HSS structures to permanently close fish ladder openings. Contractor designed, fabricated and placed caissons will be installed to isolate work from the tailrace water during construction of closures. Isolation may be required on the fish ladder side of the entrances. Divers will be required. AWS D1.1 certified welder(s) will be required. Floating plants will be required to place concrete on the Washington Shore entrance closure. There is no vehicle access to the Washington Shore tailrace deck. Construction timeframe will run from (approximately) 15 November 2016 through 28 February 2017. All work must be completed with fish ladders ready for operation by 28 February 2017. Much of the work will take place during an extended Navigation Lock outage along the Columbia and Snake Rivers. Extended Navigation Lock outage begins 12 December 2016, and ends 20 March 2017.
