Description

PRE-SOLICITATION NOTICE for VACAA Project Historic Renovation, Building 1,at the VA New Jersey Healthcare System Lyons Campus, 151 Knollcroft Road, Lyons, New Jersey: Contractor shall provide all labor, materials, equipment and supervision as necessary to complete Project #561A4-07-219 as outlined in the contract specifications and shown on the contract drawings. The project consists of, but is not limited to, the restoration of the existing Building 1 dome; renovation of existing copulas and all fascia, soffit and trim. The project also includes the removal of lead base paint and repainting of all wood on existing building; replacement of roofs and shingles as outlined on the project drawings; removal of asbestos material (as outlined on drawings) using licensed contractor; relocation of existing antennas and sirens attached to the building; modification of existing lightning protection system to meet current standards; repair of deteriorating stairs and porch at main entrance to Building 1 among other items as specified. This construction project is 100% Set Aside for Service Disabled Veteran Owned Small Businesses (SDVOSBs). All prospective contractors must be registered/verified on VetBiz website,www.vetbiz.gov to be considered for award. There will be a pre-bid conference/site inspection held for this project and all prospective bidders are strongly encouraged to attend. Details of the pre-bid conference will be included in the solicitation document. It is anticipated that the solicitation will be issued on/about December 28, 2015 with the bid opening on/about January 27, 2016. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006 competition is restricted to SDVOSB construction firms. Any vendor wishing to receive an award in response to this solicitation must be certified/verified by the Center for Veterans Enterprise (CVE) prior to award. Lack of certification will be considered "non responsive". This project magnitude range is between $2,000,000 and $5,000,000.The North American Industry Classification Code (NAICS) for this project is 236220, with a size standard of $36.5 million. Time for completion is 540 calendar days after receipt of the Notice to Proceed (NTP). All information, questions/amendments concerning this solicitation will be electronically posted at: http://www.fbo.gov. Interested bidders must be registered in the SAM database to be eligible for a contract award. Firms can register via the Internet at https://www.sam.gov/portal/public/SAM or by contacting the SAM Customer Service at 1-866-606-8220; and are required to submit their Representations and Certifications on-line (ORCA) through SAM. The anticipated award date of the proposed construction contract is on/about February 12, 2016.
