- This is a notice of intent to increase the ceiling of Contract N66001-15-C-4020 to HRL Laboratories LLC, awarded by Space and Naval Warfare Systems Center (SSC) Pacific on behalf of the Defense Advanced Research Project Agency Defense Sciences Office (DARPA/DSO) on 16 June 2014 for a performance period of nine (9) months as a result of Broad Agency Announcement (BAA) 14-46 Graph Theoretical Research in Algorithm Performance and Hardware for Social Networks (GRAPHS). The effort under the contract includes development of a novel framework using network theory to model the dynamics of the electric power grid to determine power grid sensitivity to expected power demand and utilization using real-time data. The effort will fuse data from various networks relevant to power flow, such as transmission and distribution networks, with the massive amount of social media data available for sensing energy-related human behavior. This new framework could be used to develop control protocols which can be implemented on a smart grid to dramatically reduce the risk of large-scale blackouts that affect millions of people with tremendous direct and indirect costs. The NAICS code for this procurement is 541712. Due to the nature of Research and Development efforts, DARPA could not have reasonably estimated the results of the research from this program, which resulted in finding a link between a measure of network topology and cascading failures. Importantly, it was found that this relationship holds across multiple different models with different dynamics; so the result does not depend on the details of the simulated physics. Consequently, this effort will greatly benefit from additional research in the prediction statistic of and the prevention of large-scale cascading failures under this current contract. This action includes a ceiling increase of approximately $494,854. This notice of intent is not a request for competitive proposals or quotes and will be posted for fifteen (15) days. A determination by the Government not to compete based upon response to this notice is solely within the discretion of the Government.
