- Map to Applied Science Building at Pennsylvania State University The Naval Sea Systems Command (NAVSEA), Program Manager for Undersea Defensive Systems (PMS 415) within the Program Executive Office Submarines (PEOSUB), will host an Industry Day Conference for the Anti-Torpedo Torpedo (ATT), part of the Countermeasure Anti-Torpedo (CAT) system on Wednesday, 27 January 2016 at the Pennsylvania State University Applied Science Building (ASB) from 8:00 a.m. to 4:00 p.m. A map detailing the exact location of the ASB is attached to this Industry Day Conference announcement in FedBizOpps. There is no registration fee for attending this Industry Day Conference. Parking is available at the ASB public parking lot for a flat fee of $5.00. PMS 415 has been tasked to develop an Anti-Torpedo Torpedo Defense System (ATTDS) with an anti-torpedo hard-kill capability for High Value Unit platforms (Carriers and Combat Logistics Force ships). This capability will be developed through two associated but independent acquisition programs: the Torpedo Warning System (TWS) and the CAT, each with its own defined mission. The TWS will serve as a standalone detection, alert, and tactical control system which will provide the detection, localization, and classification capabilities necessary for the ship to evade, decoy, or defeat the torpedo threat using existing or future tactics and countermeasures. The CAT will be developed separately as a hard-kill countermeasure. The CAT will continue development as a common countermeasure for all platforms. The CAT consists of the Anti-Torpedo Torpedo (ATT) and the All-Up Round Equipment (AURE). The ATT is a small-diameter, quick-reaction hard-kill torpedo countermeasure used to disable incoming threat torpedoes. The ATT will search, home, terminal home, and fuse on its target using technology developed under sponsorship of the Office of Naval Research. It consists of the following five (5) major sections: Nose, Warhead, Command & Control, Power-plant and Tail. The ATT is housed in an AURE, which consists of a thin-walled composite canister, electrical cabling to enable communication between the ATT and fire control, and energetics for launching the ATT and the ATT canister. The resultant capabilities of the ATTDS family of systems will be integrated into an open architecture designed system leading to the demonstration of an anti-torpedo detection and track for TWS and hard-kill engagement for CAT The main focus of the ATT Industry Day Conference is to brief participants on the ATT Technical Data Package (TDP). There will also be related topics including, but not limited to: a general technical overview on the All-Up Round Equipment (AURE) and high level CAT/ATTDS requirements. All information presented at the ATT Industry Day Conference is for informational purposes only. In order to view the UNCLASSIFIED ATT TDP the Government has established an electronic share-site to serve as the repository for unclassified technical information related to the Anti-Torpedo Torpedo (ATT), part of the Countermeasure Anti-Torpedo (CAT) system. The electronic share-site is the ARL Community Server operated by the Applied Research Laboratory- Pennsylvania State University (ARL-PSU). Companies/individuals will be authorized access to ARL Community on a "need-to-know" basis. As such, in order to gain access to the unclassified server, participants will need to fill out an Access Request and provide the information required for each field found in the following link: https://community.arl.psu.edu/_layouts/15/public/request_account.aspx The following fields must be completed as follows: 'If you know any specific access that you require (e.g. Program Names, Vendor Access etc.) please indicate' is "Industry Day Participant for the ATT TDP requests access to the "ATT-2015 TDP" Folder. Industry Day participants shall then send the signed and completed form via FAX (724-430-4204) or E-MAIL ( ARLcommunity@arl.psu.edu ) to the server administrator. Once the account is confirmed the participant will receive a User Account Information email with login and a follow up phone call with their password. Information contained on ARL Community under the "ATT- 2015 TDP" site is for the sole purpose of industry viewing the ATT TDP and no information therein shall be disclosed for any other purpose Upon arrival, attendees must check-in at the coat room area of the auditorium on the first floor where visitor IDs will be issued. All attendees must submit a Visit Authorization Request (VAR) Form to the Applied Research Laboratory of Pennsylvania State University (ARL/PSU) by Friday, 15 January 2016 for unescorted access via the Joint Personnel Adjudication System (JPAS) under the Security Management Office (SMO) code: 6D012. VARs can be addressed and faxed to ARL Security at 814-865-3738. All visitors and their security personnel can contact ARL Security at 814-865-3031 to confirm receipt of their VARs. To resolve any attendance issues for the ATT Industry Day Conference please contact either Glen Dalanaj at marenglen.dalanaj@navy.mil or Dale Ward at dale.ward@navy.mil for attendance questions only. Check-in will occur between 7:30 a.m. and 8:00 a.m. Attendance is limited to no more than four (4) individuals per organization, and it is highly encouraged to include at least one Chief Engineer or Technical Lead. All attendees will be required to present a Government issued photo identification to obtain the visitor IDs. The Industry Day Conference will be UNCLASSIFIED. Registration is restricted to U.S. nationals and permanent resident aliens only. Please RSVP no later than Friday, 15 January 2016 to Glen Dalanaj at marenglen.dalanaj@navy.mil. RSVPs received after 15 January 2016 will not be accepted and attendance will be denied. As part of the Industry Day Conference the Government will brief participants on the ARL/PSU Lithium Pour Facility, however due to safety concerns a physical tour of this facility will not be offered. Attendees with the appropriate clearance will be given the opportunity to attend an ARL/PSU tour of the Engineering Development Model (EDM) development facility. This tour will be classified at the SECRET level and is only open to U.S. citizens with a current U.S. SECRET clearance. Shuttle transportation to and from ASB to the EDM development facility for the tour will be provided. The Government is not soliciting, nor will it accept proposals as a result of this Industry Day Conference. This notice shall not be construed as a promise to contract or commitment of any kind. There will be no opportunities for questions or discussions between individual industry representatives and Government technical Program Office representatives during the conference including the EDM development facility tour. However, the Government will provide industry the opportunity to document UNCLASSIFIED questions that arise during the conference on forms supplied at the conference. The Government will collect all index cards prior to the conclusion of Industry Day Conference. In addition, electronic mail questions received prior to and thirty (30) calendar days after the Industry Day Conference will be accepted by the NAVSEA Contract Specialist Brian Blasser at brian.w.blasser@navy.mil. Responses to submitted questions will be provided via follow-up electronic posts to FedBizOpps. The Government is not obligated to respond to any questions. Please note that industry participation is voluntary and the Government will not reimburse attendees for any efforts expended as a result of or in response to this notice.
