- Description
- The Army Contracting Command- Aberdeen Proving Ground (ACC-APG) intends to award a five-year, Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) contract to Harris Corporation in support of various Foreign Military Sales (FMS) cases. The contract shall consist of the Harris Family of Tactical High Frequency (HF), Very High Frequency (VHF), Ultra High Frequency (UHF) and Multiband Radios, ancillary items, installation kits, spare parts, operation and maintenance training, field service representatives, site surveys/site preparation, system installation services, and maintenance support services. The projected ordering period will be for 5 years. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under FAR 6.302-1. Harris Corporation designed and is the original manufacturer for the Harris Radios and its components. Harris Corporation is the only source that possesses the Technical Data Package needed for production of these items. This notice of intent is not a request for competitive proposals. The Government does not intend to fund the development of qualification of other sources for fulfilling the development of qualification for other sources for fulfilling this requirement, as production of the supplies listed requires a substantial initial investment or an extended period of preparation for manufacture. However, all proposals received within fifteen (15) calendar days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract will be based upon the responses received. Responses to this notice are considered solely for the purpose of determining whether to conduct a competitive procurement.
