- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Weather Service, on a sole source basis with the University of Akron (UA), a non-profit entity, in accordance with the authority of 41 U.S.C.253(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Using FAR Part 12, Acquisition of Commercial Items procedures, the Government intends to negotiate a contract with UA for the continuation of the research. Forecasting a Continuum of Environmental Threats (FACETs) http://www.nssl.noaa.gov/projects/facets/ is a project of the National Severe Storms Laboratory (NSSL) with the goal of helping the National Weather Service (NWS) replace its teletype­era watch and warning system with a new approach that capitalizes on recent scientific and technological advances. At the heart of the change will be moving from binary (yes/no) watch and warning messages (you're either in a warning or you're not), to that in which probabilistic hazard information (PHI) is made available to end users at a resolution of every half mile and updated every two minutes. The FACETs project divides the high­impact weather forecasting process (or continuum) into a sequence of seven, inter­related components or "facets" that serve as an organizing framework for research and development. A key facet in this continuum is the prototype Probabilistic Hazard Information (PHI) Tool which allows forecasters to ingest next­generation numerical model and statistical guidance, and add value to the guidance to produce actionable information. This requirement is for a continuation of work begun by NSSL and Dr. Chen Ling, formerly with the University of Oklahoma, and builds upon prior research and outcomes. This collaborative effort began in 2014 with a Hazardous Weather Testbed (HWT) experiment designed for evaluating forecaster use of a web-based prototype tool for creating and issuing Probabilistic Hazard Information (PHI). The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contract Specialist requesting a copy of the solicitation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code for this requirement is 541990 Professional, Scientific and Technical Services and the small-business size standard is $15M of average annual receipts.
