Description
Army Contracting Command - Rock Island (ACC-RI) is seeking possible sources of supply for the following items. The NAICS code for this requirement is 325130 Synthetic Dye and Pigment Manufacturing. Product Description: The M18 is a burning type hand grenade used to generate colored smoke. It comes in four colors green, red, yellow, and violet. The four unique dyes (green, red, yellow, violet) are chemically synthesized to meet the requirements in the applicable specifications. The dyes are mixed with other chemical constituents to create colored smoke mix. To produce smoke grenades, the mix is consolidated into donut shaped slugs and loaded into the applicable body/housing. The smoke mix burns, creating a colored smoke cloud of the color of the dye used in the formulation. The final assembly is called the M18 color smoke grenade and is used as a ground-to-ground or ground-to-air signaling device, a target or landing zone marking device, or a screening device for unit movements. Requirements call for sustained production for the next five years, from approximately June 2017 through May 2022. Items: Colored Smoke for M18 Colored Smoke Grenade. The Type II specifications are required for all dyes. The Chemical Abstracts Service (CAS) numbers are as follows: 1. Dye, Solvent Yellow 33 CAS #8003-22-3, chemically known as 2-(2-quinolyl)-1,3-indandione Estimated quantity per year (LBs): FY 17: 17,500 FY 18: 20,500 FY 19: 24,500 FY 20: 19,500 FY 21: 18,500 FY 22: 20,000 2. Dye, Solvent Green 3 CAS #128-80-3 chemically known as 1,4-di-p-toluidinoanthraquinone Estimated quantity per year (LBs): FY 17: 14,000 FY 18: 17,500 FY 19: 15,000 FY 20: 15,000 FY 21: 13,000 FY 22: 15,000 3. Dye, Disperse Red 9 CAS #83-38-2, chemically known as 1-methylaminoanthraquinone. Estimated quantity per year (LBs): FY 17: 2,500 FY 18: 2,500 FY 19: 2,500 FY 20: 2,500 FY 21: 0 FY 22: 2,000 4. Dye Mix, Violet Uses CAS #81-63-0, chemically known as 1,4-diamino-2,3-dihydroanthraquinone (Blue*) and #82-38-2 (Dye, Disperse Red 9) *Commercially known as Solvent Violet 47 Estimated quantity per year (LBs): FY 17: 10,000 FY 18: 10,000 FY 19: 10,000 FY 20: 10,000 FY 21: 5,500 FY 22: 9,000 The Government is also interested in locating sources for the following sugar-based dyes: 5. Dye, Solvent Red 169 CAS #27354-18-3, chemically known as 1 -(Isoproplyamino)anthraquinone There are no estimated quantities for this dye. 6. Dye, Mix, Violet Benign Uses CAS #2475-46-9, chemically known as 1-[(2-Hydroxyethyl)amino]-4-(methylamino)-9,10-anthracenedione (Disperse Blue 3), CAS # 2475-44-7 chemically known as 1,4-Bis(methylamino)anthraquinone (Disperse Blue 14), and CAS #2475-44-7, (Dye, Solvent Red 169) The approximate percentages of the Violet blend are 57% SR169, 39% DB14, and 4% DB3 There are no estimated quantities for this dye. Request interested sources submit their business sizes for applicable NAICS, terms and conditions, production capability, delivery lead times for FAT, warranty, and cost estimates for budgetary purposes only. Also requested are recommendations for the most advantageous delivery schedules to include monthly capability for a single dye or any combination of dyes mentioned above. There is no firm requirement for these dyes. Delivery shall be FOB Destination: Pine Bluff Arsenal, Pine Bluff, AR. This is for MARKET RESEARCH ONLY. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by the Government. The information you provide will only be utilized by the Government in developing its acquisition approach for future requirements.
