- Combined Synopsis/Solicitation-Supply This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This procurement is not a small business set-aside. Therefore, any responsible source may submit a quote. This announcement constitutes the only solicitation. Therefore, quotes are being requested and a separate written solicitation will not be issued. Solicitation number M67400-16-T-0017 applies and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76 and Defense Federal Acquisition Regulations Supplement Publication Notice (DPN) 20140721. The FSC code is 5680 and the NAICS code is 423320. The Government is soliciting quotes for the purchase of Gravel, Coarse Aggregate, 0-50mm (50mm - 70% and all others 30%). The Government intends to issue a single/multiple award to the responsible quoter whose quote is the lowest price and technically acceptable (LPTA). The following factors shall be used to evaluate offers: Factor (1) Technical capability of the item offered to meet the Government requirement; Factor (2) Price A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. *All quotes shall be submitted in English.* All services/material awarded under this contract are expected to be delivered 7 days after the award. Contractor's must possess a Japanese business license or otherwise have authorization to perform services in Japan in accordance with DFARS 252.225.7042 Clause entitled, "Authorization to Perform".
