Clauses & Provisions PWS RFP Text The solicitation number is FA9302-16-R-L002. This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC-2005-85 and DFARs Change Notice DPN-20151130 AFFARS Parts AFAC-2015-1001. Federal Supply Class/Service (FSC) code is H315. NAICS is 488190 and the size standard is $32,500,000.00. This acquisition is a 100% Small Business set-aside. Air Force Test Center (AFTC) Contracting Directorate, Edwards Air Force Base, CA is seeking to purchase the following service: The objective of this program is to provide independent airworthiness assessments for contract aircraft being used or offered for use to support Department of Defense (DoD) operations. These aircraft may be operating under Public Aircraft Operations (PAO) or Civil Aircraft Operations (CAO), and may support United States Air Force, United States Navy or other DoD requirements. The contractor (hereafter referred to as KTR) will provide two types of support. The first type of support is obtaining independent airworthiness reviews by identifying and selecting the appropriate subject matter expert (SME) for a given aircraft, scheduling the selected SME to perform an aircraft evaluation, obtaining a report from the SME and providing it to the using agency in the required format. The second type of support is conducting a historical risk assessment for existing or proposed contract aircraft and delivering a detailed risk analysis report to the using agency in the required format. Each of these reports will support the using agency's airworthiness determination for the aircraft and risk analysis for the intended mission. The United States Air Force Test Pilot School (USAF TPS) Qualitative Evaluation Program Manager (hereafter referred to as PM) will be the government point of contact, and will manage work done under this contract. Please see the attached Performance Work Statement, clauses and provisions, and technical evaluation. Only the Lowest Priced, Technically Acceptable (LPTA) offer or will be requested to provide the Simulators. Award will be made to the LPTA offer that is most advantageous to the Government.
