Description
The National Oceanic & Atmospheric Administration (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of F AR 13.106-1 (b)( i ), with Lumos Networks LLC, 1200 Greenbrier Street, Charleston, WV 25311 for the point-to-point 1 Gigabit per second (Gbps) optical network connectivity between two NOAA facilities, as required by the NESDIS GOES-R satellite program. The NOAA Environmental Security Computing Center (NESCC) and NOAA National Weather Service Backup Network Control Facility (BNCF) are located approximately 0.5 miles apart and house critical NOAA operations. Direct, point-to-point 1gigabit per second (Gbps) fiber optic connectivity between the buildings is necessary to insure low-latency, secure and reliable data communications between the facilities. The sole source determination is based on Lumos Networks LLC is the only known contractor that can meet NOAA point to point requirement. Other providers cannot provide the direct, shortest path communications service between the NESCC and BNCF buildings, without going through a central office communications facility, located somewhere else in the Fairmont region. (By going through a central office somewhere in the Fairmont region, network reliability and latency will be impacted.) By utilizing the Lumos owned and operated buried fiber between BNCF and NESCC, the required point-to-point data service can be met. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
