Description
The Defense Media Activity-Riverside (DMA-R) is seeking authorized sources to provide the following services: The proposed acquisition is for Audio Visual Maintenance (AVM) support services to the Defense Media Activity (DMA) at locations in California and Maryland by providing all project management, qualified personnel, common tools, test equipment (including calibration) and transportation necessary to accomplish all requirements of this contract. AVM services include, but are not limited to corrective maintenance, preventive maintenance, and depot-level repair and support activities. The proposed contract also has requirements for replacement equipment purchases to include engineering design, and training on the aforementioned equipment. A proposed sole source bridge contract is contemplated for a four (4) month gap in service (plus two (1) month option periods) between the current contract and a new contract that remains in the solicitation stage under solicitation HQ0028-16-R-0002, and is not expected to be awarded until May 2016. CONTRACT/PROGRAM BACKGROUND: Contract Number: HQ0028-10-C-0023 Contract Type: Cost Plus Fixed Fee (CPFF) Incumbent and their size: Taft Broadcasting LLC, Veteran Owned Small Busines (VOSB) Method of previous acquisition: Full and Open Competition Provide Brief description of the current program/effort: The overall scope of this contract is to provide Audio-Visual Maintenance (AVM) support services to the Defense Media Activity (DMA) at locations in California, Virginia and Maryland by providing all project management, qualified personnel, common tools, test equipment (including calibration) and transportation necessary to accomplish all requirements of this contract. AVM services include, but are not limited to corrective maintenance, preventive maintenance, and depot-level repair and support activities. The AVM contractor provides systems engineering support to DMA that includes evaluating and analyzing the DMA global satellite, broadcast, and information technology networks. The AVM contractor installs new and replacement equipment and systems and provides technical recommendations to the Government. List Anticipated Time Frame: Four Months, with two (1) month options. REQUIRED CAPABILITIES: N/A SPECIAL REQUIREMENTS: N/A SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 811213, with the corresponding size standard of $11M. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code. To assist DMA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses should include: 1) Business name and address; 2) Name of company representative and their business title; 3) Type of Small Business; 4) Cage Code; 5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.
