Description

This is a sources sought notice for information and planning purposes and shall not be construed as an obligation on the part of the VA. The purpose of this sources sought is to identify qualified businesses, including Service-Disabled Veteran-owned Small Business (SDVOSB) Veteran-Owned Small Business (VOSB), small disadvantaged businesses (SDB), Women-owned Small Business (WOSB), Historically Underutilized Business Zone (HUBZone) Small Business, 8(a) Small Business and small business concerns that are interested in and capable of performing the work described herein. The NAICS code is 541310 and the corresponding size standard is $7.0 Million. Your responses to the sources sought will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The VA Palo Alto Health Care System has a requirement to hire an Architectural Firm for the renovation of an Inpatient Gero-Psychiatric Facility. The scope of work will include: 1) correcting architectural, electrical and heating system deficiencies, including providing redundant heating systems, electrical system upgrade, installing patient lifts in resident rooms, realign patient bedrooms to single occupancy room for at risk patients. Integrate patient lifts within existing individual room layout and ceiling systems. Converting existing congregate baths to a quiet resident activity area complete with casework; 2) provide evidence based wayfinding system; address and correct architectural deficiencies including but not limited to accessible exterior openings; floor transitions between resident room and bath; minimize solar heat gain and glare into residences; modify nourishment room to community kitchen; modify existing nurse station to address resident behavior; modify existing dayroom so it's more accessible such as adding additional casework; 3) Add approximate 1000 sf Community Living Center (CLC) with space to accommodate group functions, gatherings, general appointments, consultation, and provide resident services; 4) Provide secured landscaped and furnished resident wellness courtyard; 5) Integrate exterior perimeter patient security and elopement systems. Information shall include type of socio-economic category (e.g. Service Disabled Veteran Owned Small Business, Small Business etc.) firm's full address and DUNS number and, a short, no more than 1 page listing of projects/experience in design of Gero-Psychiatric Facilities. IAW FAR Clause 52-219-14(c)(1) At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. *Please do not respond unless your company can meet these limitations*
