FA8604-16-Q-7991 RFQ Attachment 1 - Offeror Representations and Certifications Solicitation 16-M-7991 FA8604-16-Q-7991 RFQ Attachment 3 - Contract Terms and Conditions to Implement Statutes or Executive Orders FA8604-16-Q-7991 RFQ Attachment 2 - Contract Terms and Conditions DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FAR Part 13 procedures are being utilized. The Government reserves the right to award without discussion. •· The solicitation document, FA8604-16-Q-7991, is a Request for Quotes (RFQ) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-83. •· The associated NAICS code is 519130; small business size standard is: 500. •· This RFQ utilizes a Brand Name or Equal product description, but does not require the particular-brand name product listed below. A general description of the brand name product and salient functional characteristics that an "equal" item must meet to be acceptable for award are identified below. In accordance with FAR 11.104 the brand name, a general description of this requirement is being utilized to relay AFRL requirement to potential offerors only. Offerors are encouraged to offer products other than those specifically referenced by brand name below. •· This requirement is for the following commercial supply: CLIN Item Description LOT 0001 Digital Subscription to Citation 1 Databases Electronic access to the subscription shall be provided for the period of 11 January 2016 - 31 December 2016 Requirement Description: Web of Science from Thomson Reuters provides users with access to the world's leading citation databases. Authoritative, multidisciplinary content covers over 12,000 of the highest impact journals worldwide, including Open Access journals and over 150,000 conference proceedings. Current and retrospective coverage in the sciences, social sciences, arts, and humanities, with coverage to 1900. InCites - InCites is a research evaluation tool that allows users to analyze institutional productivity and benchmark their output against peers worldwide. With customized citation data, global metrics, and multidimensional profiles on the leading research institutions, InCites gives comprehensive insight into an institution's research performance. Essential Science Indicators (ESI) - The Essential Science Indicators comprehensive compilation of science performance statistics and science trends data is based on journal article publication counts and citation data from Thomson Reuters databases. With all the resources they need in one place, ESI users can determine the influential individuals, institutions, papers, publications, and countries in their field of study - as well as emerging research areas that could impact their work. Journal Citation Reports (JCR) - Journal Citation Reports is a comprehensive resource that allows users to evaluate and compare journals using citation data drawn from over 11,000 scholarly and technical journals from more than 3,300 publishers in over 80 countries. It is the only source of citation data on journals, and includes virtually all areas of science, technology, and social sciences. A Firm Fixed Price (FFP) purchase order is anticipated. The subscription shall be provided for the period of 11 January 2016 - 31 December 2016. Product Characteristics an equal item must meet to be considered - Covers a broad range of scientific disciplines. - Search interface that includes numerous primary categories and ability to perform keyword and other specialized topical queries for effective searches. - Enable users to create user accounts to establish alerts and save searches. - Subscription is able to provide access to multiple users via IP address (multi-user, multi-campus subscription). - Multiple language translations of content. - Provides access to the following AFRL organization: - Wright - Patterson Air Force Base (Ohio) -AFRL D'Azzo Research Library •· The provision at 52.211-6, Brand Name or Equal, applies to this acquisition. (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. •· The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. If there is any conflict between 52.212-1 and this combined synopsis/solicitation, the combined synopsis/solicitation shall take precedence. The quote shall include a description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature or other documents if necessary. If an offeror requires an end use license agreement, this shall be included in the quote. The CO is also requesting electronic access to the offered products for three (3) days. Please include instructions to obtain this access. The access provided is strictly for evaluation purposes only. The Government shall not receive a benefit from the three day access. This will be used if the selection cannot be made based on the vendors quote alone. It may also be used to verify the content in the quote. •· The provision at 52.212-2, Evaluation --Commercial Items, does NOT apply to this effort. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability of the item offered to meet the Government requirement Price The relative importance assigned to each evaluation factor is not provided, in accordance with FAR 13.106-1(a)(2). Comparative evaluations of offers will be conducted to determine which product is most advantageous to the Government, price and other factors considered. •· 52.212-3, Offeror Representations and Certifications - Commercial Items. If offeror has completed the annual representations and certificates electronically via https://www.acquisition.gov, offeror shall complete and submit only paragraphs 52.212-3(b), Offeror Representations and Certifications--Commercial Items, (below) with the offer. FAR52.212-3 (b) (b)(1) Annual Representations and Certifications. Any changes provided by the offeror in paragraph (b)(2) of this provision do not automatically change the representations and certifications posted on the SAMwebsite. (b)(2) The offeror has completed the annual representations and certifications electronically via the SAM website accessed through https://www.acquisition.gov. After reviewing the SAM database information, the offeror verifies by submission of this offer that the representation and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer and are incorporated in this offer by reference (see FAR 4.1201), except for paragraphs ____________. [Offeror to identify the applicable paragraphs at (c) through (p) of this provision that the offeror has completed for the purposes of this solicitation only, if any. These amended representation(s) and/or certification(s) are also incorporated in this offer and are current, accurate, and complete as of the date of this offer. Any changes provided by the offeror are applicable to this solicitation only, and do not result in an update to the representations and certifications posted electronically on SAM.] If an Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision (Attachment # 1). •· The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition (Attachment #2). •· The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition.
