- Market Survey Family of Medium Tactical Vehicles (FMTV) 1. Family of Medium Tactical Vehicles. The Product Manager, Medium Tactical Vehicles (PM MTV) located at the United States Army TACOM Life Cycle Management Command (LCMC) in Warren, Michigan is seeking to identify sources capable of manufacturing the existing designed vehicles with modernization Engineering Change Proposals (ECP) and provide System Technical Support (STS) and Maintenance Technical Representative (MTR) support for the follow-on acquisition of Family of Medium Tactical Vehicles (FMTV) consisting of 2½ & 5 ton trucks and trailers. The MTV ECP efforts will: a. Integrate higher capacity suspension, wheels, and tires. b. Integrate underbody protection. c. Increase engine power. d. Integrate higher capacity alternator. e. Integrate data bus upgrade. f. Integrate safety enhancements (Electronic Stability Control) The result of the A1P2 modernization effort will be an A2P2 version of the MTV and an updated revision of ATPD. ** The FMTV Technical Data Package, Army Technical Purchase Description (ATPD) 2131, Rev U and The FMTV Long Term Armor Strategy (LTAS) Technical Manuals are "For Official Use Only." All documents are marked Distribution D - Export Controlled. The Government will provide these Attachments separately via requests through FedBizOps. The interested party must submit a signed Non-Disclosure Agreement (NDA) via email to the Government Point of Contact before approval will be granted. The NDA is attached to this announcement. Upon submission of the NDA, the interested party will need to request access to the Attachments through https://www.fbo.gov/fedteds/W56HZV14R0024. Upon approval, access to the ATPD and LTAS Tech Manuals are available online. The Government will mail out the FMTV TDP via CD. 2. Market Survey Request. This market survey seeks to determine industry capability to provide 2½ and 5-Ton trucks and trailers, including STS and MTR support beginning mid-year FY17. The changes in the commercial marketplace for tactical vehicles over the past six years have prompted the need to publish this market survey. If interested, furnish your detailed responses to this market survey questionnaire. Provide any supplemental information or commercial literature describing the human factors, engineering, safety, supportability, quality, cost, product availability or other information not specifically requested that supports your response. The Government does NOT wish to obtain any proprietary or otherwise protected documents resulting from this market survey. The Government may return such data or documents submitted that have proprietary or protected markings. The intent of this market research process is to obtain only commercially available information about contractor's products. The truck variants with the "P2" suffix in the model number are required to have armor protection that affords a degree of ballistic protection to be determined by the Government for the operator and passenger. The ballistics protection to be installed on production vehicles includes armor parts determined to be hard to install after production and permanent mounting provisions designed to accept armor components installed as necessary in the field.
