- Small Business 8(a) Set-Aside Sources Sought Synopsis Document Capability Requirement Statement for AFLCMC/OZ Unique IT Support Services Document Unique IT Services Draft PWS Small Business 8(a) Set-Aside Sources Sought Synopsis AFLCMC CITO Unique Communications and Information Technology Support Services AFLCMC/PZIT, in support of the AFLCMC/OZ Chief Information Technology Office (CITO), issues this sources sought synopsis for information and planning purposes in support of unique communications and information technology (IT) support services. This is not a Request for Proposal (RFP); there is no solicitation available at this time. Requests for solicitation will receive no response. This synopsis is not to be construed as a commitment by the government, nor will the government pay for information solicited. This market survey is being conducted to identify potential sources capable of meeting the requirements for providing unique communications and IT support services to the AFLCMC CITO. The services required for this effort include providing all personnel, supervision, and services necessary to accomplish organizational unique communications and IT support for AFLCMC organizations for IT functions considered to be outside the core support definition. These functions include, but are not limited to, support for: •1. Interaction with the CITO; •2. Project Management; •3. Customer Support and Help Desk Interaction; •4. Information Systems Security; •5. Information Protection and Network Security; •6. Communication Security (COMSEC) Support; •7. Multi-media (Video Teleconferencing (VTC) and Audio/Visual (AV)) Equipment Support; •8. Hardware Maintenance, IT Equipment Custodian (ITEC), and Software Accountability Support; •9. Government-Off-the-Shelf (GOTS) Application and Environment Maintenance; •10. Support for Maintaining Rooms (e.g. Conference, Training, and Source Selection Rooms); •11. Telephone, Voice Mail, and Wireless Management; •12. Organizational Unique Application Software and Database Support and Documentation; •13. Software Implementation Support; •14. Foreign Military Sales (FMS), Business to Business (B2B), and Unique Application Support; •15. Website Support; •16. Electronic Records Management Compliance; •17. Training Support; •18. Requirements Analysis Support; •19. Meetings; and •20. Information Assurance Workforce Improvement Program Certification and Compliance. This effort will include work at AFLCMC organizations throughout the United States, including, but not limited to, AFLCMC organizations at the following United States Air Force (USAF) bases: Wright-Patterson Air Force Base (AFB), Eglin AFB, Tinker AFB, Hill AFB, Warner Robins AFB, and Hanscom AFB. This effort will require a current Top Secret Facility Clearance at the time of contract award. The government anticipates limiting this action to 8(a) certified Small Business concerns only. All respondents are required to certify that they currently meet the small business requirements under the North American Industry Classification System (NAICS) code 541519, "Other Computer Related Services," with a small business size standard of $27.5M average annual receipts. Prospective sources must indicate both the size with respect to the above standard and their current 8(a) status. Respondents shall also identify if they are a Small Business (SB), Women-owned Small Business (WOSB), Historically Black College or University or Minority Institution (HBCU/MI), a Native American Firm, a HUBZone firm, a Veteran-Owned Small Business Concern (VOSB), a Service-Disabled Veteran-Owned Small Business Concern (SDVOSB), or a participant in the Very Small Business Pilot Program. To be considered for this award, the company must be registered in System of Award Management (SAM). The government anticipates multiple awards of Firm Fixed Price, Indefinite Delivery Indefinite Quantity (ID/IQ), multiple year contracts. AFLCMC organizations will order services by means of task orders with specifically defined tasks, schedules, and performance criteria. The government anticipates the ordering period for the ID/IQ contracts to be five (5) years. Capabilities Packages All interested companies should submit a capabilities package which explicitly demonstrates capabilities and expertise related to this effort as described above and in the attached Capabilities Requirement Statement. Teaming and/or subcontracting arrangements should be clearly delineated. The capabilities package requirements are to be presented in accordance with the attachment entitled "AFLCMC CITO Unique IT Support Capability Requirement Statement." Your package should demonstrate capabilities, expertise, and specific examples of past performance relevant to the requirements cited above and in the PWS. As a Small Business Set Aside, it is required that small business prime contractors must perform at least 50% of the effort, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontracting. The clause reads, in part, as follows: "Limitations on Subcontracting (Dec 1996)... (b) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for - (1) Services (except construction), at least 50 percent of the cost of contract Performance incurred for personnel shall be expended for employees of the concern. (End of Clause)." Your package should provide specific details and rationale as to how compliance with FAR clause 52.219-14 would be achieved, including specific details regarding teaming arrangements, etc. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. Your capabilities package should not exceed 16 pages. One page is considered one (1) side of an 8½-inch by 11-inch sheet of paper with 1-inch margins all the way around the page (top, bottom, left, and right). Font should be no smaller than 10-point Times New Roman font. Your Capabilities Package should follow the format provided above and include the following: •a) Company's name; •b) Company's address; •c) Company's phone number; •d) Company's fax number; •e) Company's webpage URL; •f) Company's CAGE code; •g) Company's main Point of Contact (POC) information, including: name, telephone number, and e-mail address; •h) Certification of company's small business size status (size determination will be made according to NAICS Code 541519); and •i) Company's GSA Schedule 70 contract number(s) and expiration date(s), if applicable. Please submit one (1) hardcopy to the Point of Contact listed below, and one (1) copy in PDF format via email to both Joseph.Mccartan@us.af.mil and Stephen.Wharton@us.af.mil. The Government reserves the right to reject in whole or part any industry input as a result of this announcement. The Government recognizes that proprietary data may be a part of this effort. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. If the Government decides to award a contract for this or related effort, a solicitation will be published and posted on the FedBizOps website.
