- SOURCES SOUGHT NOTICE Introduction This is a SOURCES SOUGHT NOTICE only. The purpose of this notice is to conduct market research and obtain information from qualified businesses. No proposals or quotes are being requested or accepted with this announcement. No Telephone calls shall be accepted as a response to this notice. The Department of Veteran Affairs, Network Contracting Office 9, is seeking qualified firms with the availability and capability of providing Board Certified/Board Eligible Emergency Medicine physicians to work on-site at the Tennessee Valley Healthcare System (TVHS) Alvin C. York VA Medical Center located at 3400 Lebanon Pike, Murfreesboro, TN 37219 and Nashville VA Medical Center located at 1310 24th Avenue South, Nashville, TN 37212. Firms should also demonstrate an ability to maintain a pool of credentialed candidates sufficient in size to meet the contract requirements. Prior experience working a similar contract is strongly preferred. Please see an outline of the requirements below: Requirements: Services Provided: The Contractor shall provide 8 - 10 Board Certified/Board Eligible Emergency Medicine Physicians on-site full-time with 24 hours a day, 7 days a week availability at the Alvin C. York VA Medical Center, 3400 Lebanon Pike, Murfreesboro, TN 37219 and provide coverage for the Nashville VA Medical Center, 1310 24th Avenue South, Nashville, TN 37212 Mon-Sun 10:00 pm to 7:00 am. These physicians will provide Emergency Department Physician Services on-site in accordance with the specifications contained in the contract to beneficiaries of the Department of Veterans Affairs (VA). A contractor providing on-site Emergency Department physician services must meet or exceed the American College of Emergency Physician Guidelines http://www.ACEP.org/ Place of Performance: Contractor shall furnish services on-site at the Alvin C. York VA Medical Center, 3400 Lebanon Road, Murfreesboro, Tennessee 37129, and on-site at the Nashville VA Medical Center located at 1310 24th Avenue South, Nashville, TN 37212. Authority: Title 38 USC 8153, Health Care Resources (HCR) Sharing Authority. Term: The requirement is for a Base period of one Year, and four additional one-year option periods. ? QUALIFICATIONS: License - Contract physician(s) assigned by the Contractor to perform the services covered by this contract shall have a current license to practice medicine in any State, Territory, or Commonwealth of the United States or the District of Columbia. SPECIAL NOTE: For procurements that require a Drug Enforcement Agency (DEA) registration, contract providers must have a medical license and be individually registered with the DEA. All licenses held by the personnel working on this contract shall be full and unrestricted licenses. Contract physician(s) who have current, full and unrestricted licenses in one or more states, but who have, or ever had, a license restricted, suspended, revoked, voluntarily revoked, voluntarily surrendered pending action or denied upon application will not be considered for the purposes of this contract. Board Certification - All contract physician(s) shall be Board Certified/Board Eligible Emergency Medicine physicians for nights at Alvin C. York and Nashville VA Medical Centers. Board Certified/Eligible Emergency Medicine physicians are preferred for day shits also though if unavailable, we would consider Board Certified/Board Eligible Internal Medicine or Family Practice physicians as long as they have at least 3 years of recent full-time Emergency Room experience (and meet other contract requirements). All physicians must be currently certified in Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS), or equivalency. All continuing education courses required for maintaining certification must be kept up to date at all times. Documentation verifying current certification shall be provided by the Contractor to the VA Contracting Officer Representative (COR) on an annual basis for each year of contract performance HOURS OF OPERATION The Contractor shall provide Board Certified/Board Eligible Emergency Medicine Physicians twenty-four (24) hours a day, seven (7) days per week for the Alvin C. York VA Medical Center. In addition, the contractor shall provide coverage for the Nashville VA Medical Center Mon-Sun 10:00 pm to 7:00 am. The services shall be performed in accordance with the Performance Work Statement. The Contractor will be responsible to ensure that the contractor employees providing work on the contract are fully trained and completely competent to perform the required work. The Contractor is required to maintain records that document competence/performance levels of contractor employees. Patient care will be evaluated through regular reviews and other monitoring procedures in place across the VA Healthcare System, to include, the (COR) and the Joint Commission. ? NAICS code 621111 and small business size standard is $11.0 million is applicable to this procurement action. Interested qualified firms responding to this announcement shall not exceed 5 pages and should include the following information: (1) A tailored capability statement indicating the firm's ability to provide Emergency Department Emergency Medicine Physicians to the locations identified above to include a contingency plan for coverage; and (2) Name, address, phone #, and point of contract for your firm; and (3) The firm's DUNS Number; and (4) System for Award Management (SAM) document; and (5) Information on previously awarded similar contracts. NOTE: 1. Special consideration will be given to companies utilizing a Sub-contracting plan to include Small Business participation. 2. SDVOSB and VOSB must be registered and CVE verified in VetBiz Registry www.vetbiz.gov.
