This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This office will not accept any telephonic, written, or faxed requests for a copy of the solicitation. b. The Solicitation Number for this acquisition is W912BU-16-T-0011 and a separate attachment (SF1449) is issued as a Request for Quotes (RFQ). c. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-84. d. This requirement is a Small Business Set-Aside under NAICS 336611(Ship Building and Repairing), size standard is 1000 Employees. e. The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract to replace the starboard DPO spool pipe located in the aft hopper of the Dredge McFARLAND. The contractor shall provide all labor, material, services, equipment/tools and staging necessary to perform and complete the work listed in the statement of work (SOW) provided in the combined synopsis/solicitation. The pipe to be replaced is located in the aft area of the hopper, 13' below the hopper grating. It is the first straight section of pipe on the starboard side just outboard of the "Y" casting, and leads directly to the starboard Dredge Pumpout (DPO) connection. Service Contract Act Wage Determination No. WD 05-2449 (Rev.-16) is applicable to this procurement. f. Safety Requirements: The contractor shall provide, erect, maintain and remove temporary staging in the hopper in the work area. All contractor personnel shall wear fall protection during the performance of the work. The staging shall be fully accessible via ladder from the top of the hopper. All work shall be performed in accordance with the U.S. Army Corps of Engineers' Safety and Health Requirements Manual, Publication No. EM385-1-1. f. FAR Provisions and Clauses applicable to this acquisition are provided on an attached SF1449 and are incorporated in their entirety. Each offer is required to fill out and sign the SF1449 and return a signed copy along with their proposal by the closing date and time listed. g. (13) Set Aside Status: Total Small Business Set-Aside (14) Additional Information: N/A PERFORMANCE WORK STATEMENT (PWS)/STATEMENT OF WORK (SOW) PIPE REPAIR ON THE DREDGE MCFARLAND Requesting Agency/Section: US Army Corps of Engineers, Philadelphia District Wanamaker Bldg. 100 Penn Square East Philadelphia, PA 19107-3390 Place of Performance: Fort Mifflin 6400 Hog Island Rd. Philadelphia, PA 19153-5098 PERIOD of PEFORMANCE: Work to be completed no later than 10 days after the start date. Performance Work Statement/Scope of Work 1. Intent The intent of these specifications is to replace the starboard Dredge Pumpout (DPO) spool pipe located in the aft hopper of the Dredge McFARLAND. 2. Safety Requirements The contractor shall provide, erect, maintain and remove temporary staging in the hopper in the work area. All contractor personnel shall wear fall protection during the performance of the work. The staging shall be fully accessible via ladder from the top of the hopper. All work shall be performed in accordance with the U.S. Army Corps of Engineers' Safety and Health Requirements Manual, Publication No. EM385-1-1. 3. Pipe Dimensions Length of pipe - 2' approximate. Diameter of pipe - 26". Wall thickness of pipe - 0.625" Weight of pipe with flanges - 1500 pounds. 4. Scope of Work The contractor shall provide all labor, material, services, equipment/tools and staging necessary to perform and complete the work listed herein. The pipe to be replaced is located in the aft area of the hopper, 13' below the hopper grating. It is the first straight section of pipe on the starboard side just outboard of the "Y" casting, and leads directly to the starboard DPO connection. A. Interferences. All interferences, including, but not limited to, hand rails and deck grating shall be removed and reinstalled as per original by the contractor in coordination with all work listed herein. The handrails in the hopper are made from stainless steel and will need to be welded with stainless steel weld. B. Government-Furnished Material and Services. GFM Pipe - 2', 26" ID Pipe GFM Flanges - two slip-on flanges Hardware and Gaskets - as needed The Government will provide electricity for lighting and compressed air for pneumatic tools. Government-furnished crane services are detailed herein. C. Rigging and Crane Services. The Government shall provide crane service to remove the existing pipe section from the vessel once it has been rigged out of the turntable by the contractor, and to lift the new replacement pipe section onto the vessel in the vicinity of the turntable. The contractor shall be responsible for rigging the old pipe section out of the hopper to the pick-up point, and for rigging the new pipe section from the drop-off point down to the hopper where it will be installed. All rigging equipment necessary to get the old pipe out of the hopper and to the pick-up point, and the new pipe from the pick-up point and into the hopper, shall be furnished by the contractor. The contractor shall also supply and install all necessary padeyes in the hopper area to assist with the removal of the existing pipe section and installation of the new pipe section. All padeyes shall be removed upon completion of the work listed herein. D. Temporary Supports. The contractor shall provide and install temporary steel bracing running from the overhead transverse web frames to the flanges on the mating castings/pipe sections on the inboard and outboard sides of the DPO spool pipe. This will secure these castings/pipe sections in place so that no movement occurs once the existing DPO spool pipe is removed. The temporary bracing shall be removed once the new pipe is installed and the new hardware has been tack-welded. E. Fabrication Details. The new pipe section shall be fabricated by the contractor. The Government will furnish new pipe and new flanges. Weld procedure shall be suitable for type of steel. The new pipe shall be targeted and templated from the existing pipe section, with dimensions flange-to-flange to be checked once the existing section has been removed. The contractor shall furnish, fabricate and install a 1/4" thick rolled doubler collar from flange to flange around the entire circumference of the pipe, in coordination with the work listed herein. This collar shall be fabricated from two pieces of abrasion-resistant steel plate with a Brinell Hardness of 200-250. The collars shall be formed around the circumference of the pipe and welded to each flanges around the entire circumference of the pipe. They shall also be welded to the pipe at the joint of each section, and shall also be plug-welded to the pipe as necessary to ensure it matches the contour of the pipe. The contractor shall also furnish, fabricate and install a new mounting bracket on the new pipe to match the size and location of the bracket on the existing pipe. The new bracket shall be fabricated from ASTM A36 steel, ½" thick. Removal of the existing pipe bracket shall be coordinated with all work listed herein. The interior seam of the GFM pipe shall be prepared and welded by the contractor, and capped with stainless steel weld. The new DPO spool pipe section shall be fabricated and installed so that no weld seams are on the bottom of the pipe when installed. Upon completion of all welding, prepare and paint the exterior surface of the new DPO spool pipe, including the flanges and flange faces, with two coats of Ameron 235, Black. The contractor is responsible for disposing of the old DPO spool pipe section. NOTE: The contractor may elect to target, template, fabricate and weld the new pipe section in place. Any additional preparation of the flanges to accept full-penetration welds from one side shall be at no additional cost to the Government. All other requirements listed herein shall be adhered to. F. Removal and Installation. The contractor shall furnish and weld padeyes to the existing DPO spool pipe section to facilitate its removal from the hopper. The contractor shall also furnish and weld padeyes to the new DPO spool pipe section to facilitate its installation in the hopper. The padeyes on the new pipe section shall be removed from the new pipe section once it has been installed and leak-tested, with all welds ground flush. The contractor shall disconnect the old DPO spool pipe from the mating castings/pipe sections. All existing hardware shall be removed by the contractor by burning/gouging and disposed of accordingly. Rig the pipe out of the hopper to the pick-up point. NOTE: The contractor shall save the existing gaskets and give them to the COR so that new ones can be made if necessary. Grind the mating flanges of each casting/pipe section to remove any corrosion or any other surface imperfections. CHECKPOINT - Inform the COR that the mating flanges are ready for inspection. The contractor shall rig the new DPO spool pipe from pick-up point into the hopper. Connect the new DPO spool pipe section to mating castings/pipe sections using the new Government-furnished hardware and gaskets. The new hardware will be SAE Grade 5 bolts and Grade 5 heavy hex nuts and jam nuts. Tighten all hardware using contractor-furnished pneumatic tools. The contractor shall tack-weld all new hardware after the new DPO spool pipe has been installed and has passed the leak test as detailed herein. The head of each bolt shall be tack-welded to the flange, and the nut shall be tack-welded to the threads of the each bolt. NOTE: The contractor shall take all measures necessary to prevent material from falling into hopper during both the removal of the existing pipe and the installation of the new DPO spool pipe. Restore all other removals. G. Leak Test. Upon completion of the tightening of all hardware, the Chief Engineer will start the dredge pumps and run water through the new DPO spool pipe as installed. Any leaks at the flange joints shall be corrected by tightening the flange hardware until all leaks have stopped. Multiple tests may be necessary to ensure all leaks are stopped. 5. Location and Period of Performance The work listed herein shall be performed on the Dredge McFARLAND at the Fort Mifflin Project Office. The contractor shall complete the work within 10 calendar days of the start date to be mutually agreed upon between the Government and the Contractor.
