- Attachment #2 Statement of Work Attachment #1 MSAT Product features and specifications Mobile Satellite (MSAT) Service for G2 radios. PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial services. This procurement is being conducted under Federal Acquisition Regulation (FAR) Part 12. The Federal Bureau of Investigation (FBI) is issuing this acquisition as a Request for Quote (RFQ) under solicitation number DJF-16-1200-Q-0000012. The FBI intends to acquire on a sole source basis from Network Innovations (NI) Government Services satellite voice Push-To-Talk (PTT) service and satellite telephone service to support its existing inventory of MSAT-G2 radios. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source by a request for proposal. NI Government Services is the only responsible source with the necessary services that meet the necessary minimum requirements. The government intends to award this effort pursuant to the authority of 41 U.S.C 3304 (a) (1) as implemented by FAR Subpart 6.302-1 -- Only one responsible source and no other supplies or services will satisfy agency requirements. This requirement will not be set-aside for small business and will be covered under NAICS code 517410, Satellite Telecommunications. The anticipated contract will be a Firm-Fixed Price (FFP) contract with a period of performance of 5 years, with a base year and 4 option periods. This notice is not a request for competitive proposals. This synopsis is published to notify potential offerors that this is anticipated to be a contract awarded on a sole-source basis. All responsible sources may identify their interest by submitting a capability statement and quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses shall be submitted via electronic submission to Eliana York at eliana.york@ic.fbi.gov. The due date for responses to this RFQ is on or before 28 December, 2015 at 11:59 AM Eastern Standard Time (EST). Responses must be marked as follows: "RFQ# DJF-16-1200-Q-0000012." All questions regarding this requirement must be submitted to Eliana York via email. Quotes shall include a point of contact (including phone number, fax number and email address), contractor DUNS number and TIN number. ALL QUOTES MUST BE VALID FOR 90 DAYS Terms and Conditions. This RFQ incorporates the provisions and clauses according to the format under FAR Part 12. System for Award Management (SAM) Requirement. Effective July 29, 2012, all vendors must be registered in SAM to receive government contracts. Vendor's registration in SAM has to be updated and accurate to include TIN, EFT, DUNS, addresses and contact information. The FBI is not responsible for delays in payment processing due to inaccurate or outdated information in SAM.
