- Solicitation package SF-1449 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Proposal. Interested parties should submit the proposals no later than January 12, 2016 to Maria Nidia Sarmiento sarmienton@state.gov Phone 57-1-2752209. Description: The International Narcotics and Law Enforcement Affairs Office (INL) in Bogota, has a requirement to obtain the services of a contractor to undertake an evaluation and needs assessment of the Colombian National Police's (CNP) digital learning platform and its existing digital (distance learning) courses. The contractor will: 1. Analyze the CNP's existing digital learning platform (which utilizes Blackboard) and the courses and quality of course content on that platform; 2. Conduct an assessment of the CNP's digital learning needs; 3. Make recommendations to the ICD on how best to expand the capacity and quality of the CNP's digital learning platform to be able to offer its distance learning courses to students from other countries, including the possibility of offering its existing Spanish-language courses in other languages (e.g., English); and 4. Analyze and make recommendations about the ability and capacity of police forces in the following countries to utilize the digital learning resources of the CNP: Costa Rica; Dominican Republic; El Salvador; Guatemala; Honduras; and Panama. The contractor shall produce a comprehensive work plan, undertake information collection and analysis, conduct briefings with INL and the CNP, and prepare a final written report with a detailed assessment and recommendations. The performance of this Firm Fixed Price Contract shall begin immediately after the effective date of award and the contractor shall submit all deliverables no later than 150 calendar days thereafter to the INL Section at The US Embassy Bogota. You will find more information in the attached Statement of Work (SOW). Contract - Clauses - Provisions: The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. Please see the attached solicitation regarding the additional FAR clauses that are applicable to the acquisition. Evaluation of Proposals: The following information should be carefully reviewed by any vendor contemplating an offer for this contract: a. For local vendors, Colombian Value Added Tax (IVA) will be deducted, if included, from offered prices. INL Bogota has established procedures in place to recoup IVA in Colombia. b. INL reserves the right to reject a quotation that is technically unacceptable, unreasonably high in price, or missing required information. c. To be considered for award, the contractor must be determined by the Contracting Officer to be responsible in accordance with the standards described in FAR 9.104-1. d. To be considered for award, the contractor must be registered in SAM (www.sam.gov). Exceptions to this requirement are enumerated in FAR 4.1102. NOTICE REGARDING SUSPENSION/DEBARMENT/INELIGIBILITY: Any contract awarded to a Contractor who, at the time of award was suspended, debarred, and ineligible for receipt of contract with Government Agencies or in receipt of a notice of proposed debarment from any Government Agency, is voidable at the option of the Government. INL will award the contract to the vendor whose offer is lowest price technically acceptable, value and other factors considered. The following factors shall be used to evaluate proposals: The following factors shall be used to evaluate offers for technical acceptability: (i) The offer conforms to the requirements found within the solicitation and its attachments and provides the necessary information required within its contents. (ii) Responses to requirements include an approach that meets or exceeds minimum requirements. (iii) Submissions must include sufficient detail for effective evaluation and substantiation of stated claims. (iv) Submissions must provide convincing rationale for how requirements will be met. (v) Responses to requirement do not rephrase or restate the Government's requirements. 1. Proposed Work Plan: The Contractor's proposal should include detailed information about the following: a. Experience of personnel: INL will review how the proposed team members meet or exceed the minimum qualifications listed in the solicitation. The Contractor must provide evidence of past work successes directly resulting from the individual's efforts, how this experience compares to this solicitation, and how this individual's experience will affect the overall outcome. b. Technical aspects: The Contractor must provide a detailed summary of what steps will be used to perform the assessment and evaluation of the CNP's existing Blackboard e-learning system. The Contractor should address each factor listed under the Contractor requirements and deliverables section of this solicitation. c. Logistical aspects: Detail any additional costs that would result due to logistics. At a minimum, the Contractor should explain in detail the following: - Proposed timeline including time for the drafting of the final report; - Proposed travel of team members. d. Performance measures: The plan should provide a detailed explanation of methods to be used to ensure that all requirements are met: timeline, costs, objectives, and resources. 2. Experience: In addition to reviewing individual team member experience, INL will carefully review past performance and experience of the proposed contractor. Please provide at least three examples of previous projects similar to this solicitation. The examples can focus on one or more aspects of this solicitation; however, at a minimum, examples should provide relevant experience for each of the criterion listed within the contractor requirements and deliverables. Please also explain how or provide evidence that your team has sufficient experience and capability in each of the following: a. Working in international markets and travel abroad; b. Experience working in Latin American countries; c. Implementing e-learning platforms in new or existing environments; d. Analyzing the capability and needs to run e-learning platforms efficiently.
