- The United States Property and Fiscal Office for Connecticut intends to issue a Request for Proposal (RFP) to award a single, firm fixed-price contract for the design and construction (Design-Build) of Project # 0900471, Title: Civil Support Team (CST) Ready Building at Camp Hartell, Windsor Locks, CT. This procurement is 100% set-aside for Small Business Concerns. Your attention is directed to FAR CLAUSE 52.219-14 (c)(3) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractor, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. This Design-Build project scope of work includes, but is not limited to, site improvements, utilities, demolition and new construction. This new facility is to be used by the CTARNG CST which will have a required strength of 22 personnel. The Readiness Building is programmed to be 23,759 SF, permanent type construction, to serve the peace-time missions of the assigned unit. The space will consist of office areas, administration areas, communications rooms, equipment and supply storage, and housing of specialized wheeled vehicles and trailers. The space will permit all personnel to perform the necessary tasks that will maintain and sustain the unit's readiness posture. The project consists of site work, roadway, parking, utility and other infrastructure improvements in support of the new facility. The project will achieve at least a LEED Silver certification. Design and construction shall comply with the specifications and requirements contained in the RFP. The anticipated contract performance period for design and construction is 545 calendar days after receipt of Notice to Proceed (NTP). The estimated magnitude of this project is between $10,000,000 and $25,000,000. This procurement is being solicited using the two-phase design build selection procedures authorized by FAR 36.3. The Phase One solicitation issue date will be on/about 4 Jan 2016. Phase One proposal closing date will be on/about 4 Feb 2016. Phase One, evaluation factors include, but are not limited to the offeror and offeror's team past performance, basic technical approach and capability information. Price is not required with Phase One proposals. Following the review, evaluation, and rating of these proposals, the Government intends to select three, but not to exceed five, or fewer than two, of the highest rated contractors to receive the Phase Two technical requirements RFP. Phase Two evaluation factors include but are not limited to, Price, Technical Data requirements, Management Plans and a comprehensive design and construction Schedule. The North American Industry Classification System (NAICS) code for this work is 236220. The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) System for Award Management (SAM) Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number, 4) Email address. Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY) Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. See video in vendor guide at 3.3 on advanced functions for other information. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN.
