Description
SOURCES SOUGHT SYNOPSIS For FY16 MILCON Air Traffic Control Tower, Tinker AFB WWYK093003 P2 334653 This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results of the evaluation. The U.S. Army Corps of Engineers - Tulsa District has been tasked to solicit for and award of a Design/Build MILCON project for the Air Force at Tinker AFB. This project location is surrounded by active runways and taxiways (see attached site map). Site access requires airfield training and escorting during construction as well as airfield waivers with FAA. Multiple construction projects are also scheduled to be ongoing simultaneously and will require coordination. The facility is a new 130 vertical ft Air Traffic Control Tower with a 500 sqft simulator building. The overall facility is approximately 8,900 Sf. LEED certification and BIM design will be required. The scope also includes the demolition of the existing Air Traffic Control Tower (100 vertical ft) and simulator building after outfitting and certification of the functionality of the new tower by the AF. The proposed project will be a competitive, firm-fixed price, design/build contract procured in accordance with FAR 15, Negotiated Procurement using "Best Value" trade-off process.The possible set-aside decision will depend upon the capabilities of the responses to this synopsis. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), economically disadvantaged women-owned small business (EDWOSB or women-owned small business (WOSB). SBA does not currently allow EDWOSB/WOSB set-asides under this NAICS however an EDWOSB/WOSB firm could compete as a general small business. The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB and ED/WOSB businesses are highly encouraged to participate. The Government is seeking qualified, experienced sources capable of performing construction of facility which includes high-rise construction (pressurized stairwells/elevator and lightening protection); air traffic control towers; progressive collapse; speciality foundations; experience in construction of projects on active runways or at airports; LEED certification/BIM will also be required. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is: Between $10,000,000 and $15,000,000. Estimated duration of the project is 600 calendar days. EXPERIENCE / CAPABILITIES STATEMENT CRITERIA: 1. The Experience/Capabilities Statement is limited to five (5) pages and shall be submitted by email in electronic PDF format (one file only) with the following file name convention: COMPANY_SS_XXXXXX 2. Provide Firm's name, address, point of contact, telephone number, and email address. 3. Potential sources shall identify if they are a Large Business, Small Business, Small Disadvantaged Business, 8(a), Woman-Owned Small Business, HUBZone, or Service Disabled Veteran Owned Small Business. If the firm is a Small Business, the response to this synopsis must discuss in-house capabilities that would demonstrate the firm's ability to self perform 15% of the cost of contract performance IAW FAR 52.219-14, Limitations on Subcontracting. 4. Confirm a bonding capacity of no less than $10,000,000 with an aggregate amount of no less than $25,000,000 total. Contractors that do not meet these criteria will be excluded. 5. Provide any general information on the Firm's Experience/Capabilities as they pertain to construction services. 6. Provide the Firm's Teaming Arrangement, Joint Venture and/or Mentor-Protégé information, as applicable. 7. Potential sources must submit a list of at least three (3) recent projects that demonstrate construction of new facilities of similar nature as described above. At least one project must be a design/build or construction services air traffic control tower project with a minimum cost of $10,000,000 performed as the prime. The other two projects may be design/build or construction services projects but must also have a minimum cost of $8,000,000 each performed as the prime that demonstrates knowledge and past experience relating to the varying types of work described above. Submit only current and past project and client information that is no more than 7 years previous. Include a brief description and identify the capacity the firm worked on the project, the contract type (list "by task order" if IDIQ), contract or task order value, percent complete or date completed, name and title of customer point of contact and point of contact current phone number. The North American Industry Classification System code for this procurement is 236220 which has a small business size standard of $36.5M. Should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded they need to have a bona fide office in the geographical area of consideration where the work is to be performed as determined by SBA. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Anticipated solicitation issuance date is on or about 30 June 2016, and the estimated proposal due date will be on or about 15 Aug 2016. The official synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. Interested Firm's shall respond to this Sources Sought Synopsis no later than Monday 11 January 2015, 2 PM CST. All interested firms must be registered in SAM (System for Award Management at www.sam.gov ) to be eligible for award of Government contracts.
