- IGF:OT:IGF Description: The U.S Fish and Wildlife Service (FWS), Southeast Region 4, in accordance with the Architecture and Engineering Services and Federal Acquisition Regulation (FAR) Subpart 36.6, is seeking qualified firms to perform Architect-Engineering (A/E) services primarily in the States of Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, the Commonwealth of Puerto Rico, and the U.S. Virgin Islands (Southeast Region 4. The majority of the work will be in the these state, however, some Task Orders may be offered in other states not listed. Tasks include, but are not limited to, furnishing Surveying, Geotechnical Engineering investigation and reports, Civil Engineering, Architectural Design, Structural Engineering, Mechanical, Electrical and Plumbing Engineering, Cost Estimating, Preparation of Construction documents, i.e., drawings and specifications, assistance obtaining permits and other services as required or typical for building rehabilitation projects or new site development and building construction projects. The following tasks are representative of the types of projects that may be awarded as Task Orders under the AE IDIQ Contract. Actual tasks order may differ. Task orders may consist of studies, reports, presentation quality drawings on paper or Mylar film and AutoCAD diskettes, construction inspection services, cost estimates and design calculations. Four (4) Indefinite Delivery/Indefinite Quantity (IDIQ), with four (4), one-year options contracts, and will be negotiated in accordance with FAR Part 15, after selection of qualified firms by the Evaluation Board. Additionally, the minimum award amount per year is $2,500.00, with a maximum award amount not-to-exceed $1,500,000.00 per year, per contract. The number and magnitude of projects are dependent upon priority and availability of funds at the time of issuance. The IDIQ contracts will only be issued and administered by Fish and Wildlife Service Contracting Officer from Region 4. Architectural Services: ¿ Building Design and project coordination for turnkey Office and/or Visitor Centers design project (typically 6,000 sf or less) (Title I,II and III Services LEED Certified/Accredited) ¿Design of Smaller Architectural Project (Pavilions, Observation Towers, Structural Modifications, etc) Civil Engineering Services: ¿Typical site design for land development purposes including utility design, Erosion & Sediment Control Plans, Storm water treatment Systems; ¿Roadway and parking lot design and rehabilitation; ¿Water and wastewater treatment system design; ¿Hydraulic issues associated with process piping; ¿Marine Structures such as boat ramps, piers, docks, etc Structural Engineering Services: ¿Facility design to compliment Architectural Services; ¿Foundation design; ¿Concrete structure designs including bridges, box culverts, and fish hatchery raceways; ¿Facility audits for structural integrity/safety issues ¿Ancillary structural services Mechanical/Electrical/Plumbing Services: ¿Design of site and building related mechanical, electrical, and plumbing sytems; ¿Alternative power systems design (ie. Solar, wind power, and geothermal); ¿Fire Protection system design; ¿Ancillary MEP services Other Ancillary Services: ¿Surveying; ¿Geotechnical Engineering investigations and reports; ¿Cost Estimating; ¿Lead-based paint inspection; ¿Asbestos surveys; ¿Term project-specific staffing needs for construction inspectors and other trades Actual task order may differ. Task orders may consist of studies, reports, and presentation quality drawings on paper or Mylar film and AutoCAD compact disks, construction inspection series, cost estimates and design calculations. The Region 4 pans on awarding four (4) Indefinite Delivery/Indefinite Quantity (IDIQ), with four (4) one year option contacts and will be negotiated in accordance with FAR Part 15,after selection of qualified firms by the Evaluation Board. Additionally, the minimum award amount per year is $2,500.00 with a maximum award amount not to exceed $1,500,000.00 per year, per contract. The number and maximum of projects are dependent upon priority and availability of funds at the time of issuance. Please note that the typical Task Order fees are less than $100,000.00 per order. The following evaluation factors will be used and are in descending order of importance: 1)Technical competence of the A/E ¿s primary staff architects and engineers. Team must demonstrate success in appropriately addressing high design issues such as community context, image, function, and scale. Team must also be adept at solving the more mundane issues like ADA improvements, security, energy reduction, and aging infrastructure problems. Examples of using emerging new design and construction processes such as BIM and sustainable buildings must be shown. Teams must be able to provide services ranging from pre-design studies through construction completions. Teams should also demonstrate experience related to sustainable design and historic preservation. 2)Past performance on USFWS A/E IDIQ contracts. Teams must be able to demonstrate successful performance on past projects from the owner, peer, and team mate points of view. The Government has the right to use corporate knowledge when evaluating this factor. 3)Response Time. a) We have tight project deadlines. Does your firm have the staff and resources available and experience to successfully complete projects with tight deadlines? Give specific examples of projects meeting tight deadlines. b)Availability of firm staff to work on our projects relative to the firm ¿s current workload. List current projects and staff assignments. 4)Experience of firm relative to the type and scope of the range of expected services listed above. Provide pertinent examples. 5)Experience of firm designing projects that are within budget as demonstrated by construction bids received. Give specific examples. 6)Location in the general geographic area of the Southeast Region as defined above and knowledge of the practice and project requirements of the States located within our Region. 7)Experience with CADD produced drawings. List the CADD software you use to produce your drawings and other project software you use to design and produce projects. 8)Experience of firm with Sustainable Design and environmentally sensitive design practices. List LEED accredited professionals and any specific examples of sustainable design projects. The reference to the professionals required for the above projects involves state licensed professionals in all the disciplines, including Architects, Landscape Architects, Civil Engineers, Structural Engineers, Electrical Engineers, Land Surveyors, Geotechnical Testing Services, and Environmental Engineering consultants. They shall be licensed to practice that profession in the state where the project is located. Architectural and Engineering drafting services will also be required. Not all disciplines will be required for each project. Additional Engineering consultants and other specialists not named above may be required as defined in the individual task orders. Firms responding to the Announcement shall submit a Standard Form 330, along with a portfolio of accomplishments that establishes the firm ¿s capabilities. The portfolio should include a cover letter referencing this Announcement number, a brief description of the firm, SF 330, and any additional information to address qualifications. Submittals shall be in a binder 8 ½ x 11, indexed, font size 12, not to exceed 30 double sided pages including SF 330. Non-conforming submittals may be cause for rejection. Firms shall submit six (6) copies of their qualifications to Southeast Region Division of Contracting and General Services, U.S. Fish and Wildlife Service, ATTN: Mr. Earl Higginbotham, Contract Specialist, 1875 Century Boulevard, Suite 310, Atlanta, Georgia 30345, not later than January 15, 2016,NLT 2 PM EST. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). This acquisition is unrestricted and all qualified sources may submit their qualifications. The NAICS code(s) applicable are 541310 and 541330. Modification 00001 was done to correct the Discipline or Services Sheet (Please use corrected copy), number of pages maximum that can be submitted is 30 (Noted any double sided counts as two pages, Any pages larger than 8 1/2 X 11 1/2 will count as two pages).
