THIS IS ONLY A PRE-SOLICITATION ANNOUCNEMENT ONLY. NO RESPONSE IS REQUESTED FOR THIS ANNOUNCEMENT. THE SOLICITATION PACKAGE WILL BE POSTED ON OR AFTER JANUARY 5, 2016. NO OTHER DOCUMENTS PERTAINING TO THIS SOLICITATION WILL BE MADE AVAILABLE PRIOR TO THE ABOVE REFERENCED DATE. This is a presolicitation notice to announce that the Department of Interior, National Park Service, Alaska Region Office intends to issue a Request for Proposals (RFP) to construct full bench cuts at 5 separate locations along the Copper Lake Trail in Wrangell St. Elias National Park and Preserve. This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below. GENERAL DESCRIPTION OF REQUIREMENT: The National Park Service, Alaska Regional Office intends to issue a request for proposals (RFP) to operate a government furnished Sutter 500 trail dozer for the construction of approximately 5,900 linear feet of full-bench cuts, at 5 separate locations along the Copper Lake Trail. The work will also include training approximately 2 permanent government employees on safe and effective operation of the Sutter 500 with the goal of the trainees being capable of safely and effectively operating the equipment in conditions that are typical in nature and non-complex (i.e. low slopes). A government-owned mini-excavator will also be available for the contractor use as conditions warrant. Work will begin after July 15, 2016, and will require at least 2 separate mobilizations to the site. All work must be completed by October 15, 2016. Given potential variations in seasonal weather patterns, it is possible that work may be stopped for periods of time to allow the soils to dry. Contract work will be coordinated with government trail crews working on the same trail. The anticipated period of performance is July 15, 2016 through October 15, 2016. This project is subject to the Davis-Bacon Act. It is anticipated that a firm-fixed price/level of effort contract will be awarded after considering an offeror's technical capabilities and price. Be advised that this requirement may be delayed, cancelled, or revised at any time during process based on decisions related to Department of the Interior (DOI) and National Park Service (NPS) changes. If the requirement is cancelled, all proposal preparation costs will be borne by the bidder. SET ASIDE: Total Small Business NAICS classification code: 237990, Other Heavy and Civil Engineering Construction (Trail Construction) SMALL BUSINESS SIZE STANDARD: $36.5M Estimated Range: In accordance with FAR Subpart 36.204, the magnitude of this requirement is between $25,000 and $100,000. RFP ISSUANCE DATE: The anticipated issuance date of the RFP is on or about January 5, 2016 (subject to change) with an anticipated closing date of January 20, 2015 1:00 PM Alaska Local Time (subject to change).
