Description
The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract for alignment and machining work in support of the repair and installation of a new dredging ladder onto the Dustpan Dredge HURLEY in Memphis, TN. A new dredging ladder was recently constructed at the US Army Corps of Engineers Ensley Engineer Yard located in Memphis, TN. The new ladder is intended to support the installation of the ladder dredge pump for the Dredge HURLEY. Additionally, the existing (old) ladder will be retained for future emergency use, if ever needed. The Contractor shall perform measurement surveys using a photogrammetry and alignment specialist to identify the existing condition as well as the optimum alignment of the new dredge ladder and the dredge trunion mounts, and also the old ladder. The results of the surveys shall form the basis for the machining work required to alignment the equipment. Once that has been defined, the Contractor shall overbore the bore holes on both the old and new dredging ladders and the trunion bosses on the dredge in order to correct the misalignment of the bore centerlines with respect to each other and the centerline of the vessel. The Contractor shall then perform a weld buildup operation of each bore diameter per the original construction drawings referenced in this solicitation, and finally re-bore each hole to the tolerances specified on the reference drawings. All work shall be performed in accordance with the U.S. Army Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1) which is available for download at http://www.usace.army.mil/SafetyandOccupationalHealth/SafetyandHealthRequirementsManual.aspx All Offerors are invited and encouraged to visit the dredge and new ladder in order to properly scope out the job. All requests for visit shall be coordinated with US Army Corps of Engineers, Memphis District Dredge HURLEY - Frank Segree, Master - (901) 544-3130. This contract will be in compliance with the Service Contract Act Wage Rates of the performance area. The NAICS code is 336611 and the size standard is 1,000 employees. This procurement is 100% set-aside for small business. Performance and payment bonds will be required; warranty of supplies/services and liquidated damages will apply. The acquisition will be a negotiated, best-value procurement using the Contracting by Negotiation process prescribed in Part 15.101-2, Lowest Price Technically Acceptable Source Selection Process, of the Federal Acquisition Regulation (FAR). Evaluation Factors will consist of Technical details, Past Performance and Price. Detailed technical evaluation criteria will be included in the RFP package. Initial price proposals must be submitted along with initial technical proposal to the Contracting Officer in accordance with the requirements of RFP. Offerors are advised that the Government may award a contract based on initial proposals received without discussions or any contact concerning the proposal received; therefore, each proposal should contain the offeror's best terms. The Solicitation Number W912BU-16-R-0009 will be issued on or about 30 December 2015 with a closing date of on or about 22 January 2016. Hard copies will not be available and written or fax requests will not be accepted. The official media of distribution for this RFP is the web.
