Description
The USPFO for Tennessee intends to issue a Request for Proposal (RFP) for an Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) for Construction, maintenance, and repair for the Tennessee Army National Guard, 118 th Wing Nashville, 134 th Air Wing Knoxville, and 164 th Air Wing Memphis locations. Typical work includes, but is not limited to, interior and exterior renovations, heating and air-conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, limited utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, limited environmental remediation, construction of new facilities, surveys, studies, and other related work. All projects will be in accordance with task order requirements and specifications /drawings usually provided with each project. Prospective contractors must be able to respond within 120 minutes (2 hours) in response to emergencies via the main office or a staffed satellite office located in the State of Tennessee. The North American Industry Classification System (NAICS) codes for this work is 236220 Commercial and Institutional Building Construction, 236210 Industrial Building Construction, or 237990 Other Heavy and Civil Engineering Construction. The small business size standard is $36.5 million average annual revenue for the previous three years. This is a total small business set-aside. The Government anticipates award of a minimum of eight (8) individual MATOC contracts provided sufficient qualified contractors' present offers. All responsible firms may submit an offer. These anticipated contracts will consist of a Base Award Period of one year, and four (4) one-year option periods. Total contract period, to include options, will not exceed five (5) calendar years. Task Orders will range from $2,000.00 to $5,000,000.00. The total of individual task orders placed against this contract will not exceed $20,000,000.00 per each contractor. The selection process will be conducted in accordance with FAR Part 15 source selection procedures. Proposals will be evaluated on Past Performance, Technical, and Price Evaluation of a Prototypical Project. The magnitude of the prototypical construction projects: Project A is between $500,000 and $1,000,000 and the magnitude of construction for project B is between $1,000,000 and $5,000,000. Prospective offerors must submit a written past performance and technical proposal and a price proposal for the prototypical project to be considered for award. The prototypical project will be used to evaluate the price proposal and portions of the technical proposal and may be awarded if funds are available. It is anticipated that the solicitation will be available To Be Determined. A Pre-proposal conference and site visit is scheduled for To Be Determined. See solicitation for details. Details for registering for the pre-proposal conference will be available in the solicitation Section 00100. Interested contractors are encouraged to attend and should register in FedBiz Opps in accordance with the requirements in the solicitation. Arrive early enough prior to time of conference for clearance to the facility for any and all site visits. The solicitation closing date is To Be Determined. The dates in this Synopsis are projected and subject to change; actual dates and times will be identified in the solicitation, so read carefully. Interested offerors are required to complete their representations and certifications in SAM. The solicitation and associated information will be available at Federal Business Opportunities (FedBizOpps.gov or fbo.gov) for contractors and subcontractors interested in this contract must register at this site. Subcontractors may access information about contractors on FedBiz Opps. No other information will be available from the contracting officer about contractors. FedBiz Opps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested proposers/offerors must register with FedBiz Opps before accessing the system. FedBiz Opps registration requires the following information: a Data Universal Numbering System (DUNS) number. The DUNS Number is assigned by Dun & Bradstreet, Inc. (D&B) to identify unique business entities; Cage Code, Tax ID Number, Authorized party to bind the company in a contract, and Company name.
