- Sources Sought Information Request Form Sources Sought: FY16 Poe Lock Embedded Gate Anchorage Replacement The U.S. Army Corps of Engineers Detroit District is seeking contractors for the "FY16 Poe Lock Embedded Gate Anchorage Replacement". The place of performance is Sault Sainte Marie, MI. The project consist of the installation of new embedded gate anchorages behind the existing gate anchors and the connection to the lock gate leaf at the Poe Lock which is part of the Soo Locks Complex in Sault Ste. Marie, Michigan. The Poe Lock is a 110 feet wide by 1200 feet long navigation lock which allows vessels to safely transit the 21 foot drop in water elevation between Lake Superior and the lower Great Lakes. The scope includes installation of new primary and secondary embedded anchorages at Gates 1, 2 and 3. The embedded gate anchorages distribute the top reaction of the leaf into the concrete lock wall. Each gate leaf is supported by two embedded anchorages, a primary and secondary embedded anchorage. The embedded anchorages are positioned adjacent to the top of the gate leaf, below the surface of the concrete lock wall. Installation will require removal of concrete to install steel anchorage frames, drilling of concrete cores to accommodate concrete anchors, installation of steel anchorage frames and tensioned concrete anchors, and placement of new concrete. The project will also include fabrication of steel embedded anchorage frames and anchor rods. Fabricated elements will consist of fracture critical members and applicable steel specifications. The top of the existing embedded anchorage will be removed to accommodate the connection of the new embedded anchorage to the existing gate leaf, the bottom portion of the existing embedded anchorage shall be abandoned in place. Steel fabrication is expected to begin in summer 2016. Concrete removal is expected begin in summer/fall 2016. Placement of components of the new embedded anchorages will likely be allowed during the navigation season (25 March - 15 January). The final installation of the embedded anchorages and connection to the existing gate leaf is expected be completed during the Soo Locks winter shutdown period of 16 January - 24 March. Weather conditions during the winter shut down at the Soo Locks are very harsh with low temperatures, heavy snow, and high winds. The contract will have a 365 calendar day completion requirement. The contract is expected to be awarded in July 2016. The estimated cost of construction is between $1,000,000 and $5,000,000 million. The North American Industrial Classification System (NAICS) code is 237990 Other Heavy and Civil Engineering Construction, which has a size standard of $36.5 Million in average annual receipts. This is NOT an Invitation for Bid. This announcement is for planning purposes only. Qualified companies are encouraged to respond. The response to this notice shall be in summary format and shall not exceed five (5) pages, including the attached response form. In order to determine the extent of industry interest and experience in the project, interested contractors shall present the following information: 1. A completed Sources Sought Information Request Form located in this "Sources Sought" notice on www.FBO.gov. 2. If applicable, identification and verification of the company as a Small Business, HubZone, 8(a), Service Disabled Veteran Owned Business, and/or Woman Owned Small Business, subject to verification by the Small Business Administration. 3. A letter from the firm's bonding company verifying that the firm can be bonded up to the amount of this project (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). 4. Past Experience - provide descriptions of three projects substantially complete or completed within the last five years which are similar to this project in size, scope, and dollar value. Qualified companies, regardless of their size or socio-economic status, are encouraged to respond. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments.
