- LAF Garmin 1000 Pilot and Maintenance Training NOI NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE CONTRACT-- THIS IS NOT A REQUEST FOR QUOTE Project Title: Lebanese Air Force Garmin G1000 Pilot and Maintenance Training The Air Force Installation Contracting Agency (AFICA) - 338 Specialized Contracting Squadron (SCONS), JBSA-Randolph Air Force Base (AFB), Texas 78150-4302, announces the intent to award a firm-fixed price contract on a sole source basis to Garmin International Inc. under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible source and No Other Supplies or Services Will Satisfy Agency Requirements. North American Industry Classification System Code (NAICS) 611512 (Flight Training) with a size standard of $27.5M is determined to be the most appropriate for this acquisition. The anticipated period of performance will befor e a base period of one year. The anticipated award to Garmin International Inc. (Cage Code 0TRC3) is to obtain training services for pilot and maintenance training on the Garmin International G1000 Glass Cockpit. Contractor will furnish G1000 training and technology transfer services for international customer under foreign military sales (FMS). Services include, but are not limited to a combination of prepared classroom studies and hands-on practical application. It includes advance training for pilot and aircraft technicians beyond normal system operations. The current requirement calls for training above solely demonstrating to pilots/maintenance technicians on how to operate the G1000 glass cockpit on the aircraft or classroom. The course shall include system overview, database management, and systems setting/menu options. The course progresses into troubleshooting the system from both a pilot and maintenance perspective based on real-world events reported to Garmin from basic to complex problem solving. Pilots need training based abnormal operations, planning for diversions and missed approach planning and execution. Maintenance technicians need training beyond traditional classroom environment on how to troubleshoot the G1000 system that identifies the faulty component and necessary repair. Maintenance training will include an understanding of the concepts and theories behind WAAS GPS; comprehend various different user interface tasks; understand G1000 LRU interfaces and architecture; competent with system software loading and configuration of the G1000; familiar with the databases associated with the G1000, their use, and updating procedures; and understand how to access different maintenance modes and procedures for the G1000 utilizing the Garmin Desktop Training Device and Garmin maintenance mock-up training device simulating real world and installed system errors. Garmin International is the original equipment manufacturer and provides in-depth, hands-on training. Garmin International is the only available source to immediately provide G1000 glass cockpit training and is uniquely qualified and well experienced at supplying this type of highly specialized training at a level beyond general usage and familiarity provided by other contractors or on-line training. This notice of intent is NOT a request for competitive proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the government not to compete this proposed action based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the government. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the government, would not be cost or time prohibitive, and shall also include the following: a. Description that the interested party can provide the intermediate maintenance level training in accordance with the specialized training requirements identified above. b. Description of what services the interested party would perform and what services would need to be subcontracted. c. Business size of interested party. To be considered by the government, i nterested parties must deliver their intent and capabilities to satisfy the government's requirement via email to the Contracting Officer no later than 3:00 PM, Central Daylight Time (CDT) on 29 December 2015.
