Description
The Bureau of Reclamation (Reclamation), Lower Colorado Region (LCR), has a requirement for irrigation and maintenance services to support the LCR Multi-Species Conservation Program (MSCP) goals to conserve at least 26 species along the LCR from Lake Mead to the southern International Boundary with Mexico. Services are required at Beal Lake Conservation Area which resides on the Havasu National Wildlife Refuge which is approximately 30 miles northwest of Lake Havasu, AZ. It is anticipated that a firm fixed-price purchase order will be awarded for a base period and four One-year options. The base period for this order will be March 1, 2016 through February 28, 2017, with services primarily being performed during the months of March through September. The optional periods will be from March 1, 2017 through February 28, 2018; March 1, 2018 through February28, 2019; March 1, 2019 through February 29, 2020; and March 1, 2020 through February 28, 2021. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This requirement is being issued as Solicitation No. R16PS00225. This solicitation is issued as a Request for Quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-85. (iv) This requirement is a total small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is: 561730 - Landscaping Services. The small business size standard for NAICS Code 561730 is $7.5M. (v) Contract Line Item Numbers (CLIN): CLIN 00010: Irrigation and Maintenance Services for Beal Lake Conservation Area, Base Period: March 1, 2016 through February 28, 2017, Services to be performed during the months of March through September - 1 lump sum CLIN 00020: Irrigation and Maintenance Services for Beal Lake Conservation Area, Option Period 1: March 1, 2017 through February 28, 2018, Services to be performed during the months of March through September - 1 lump sum CLIN 00030: Irrigation and Maintenance Services for Beal Lake Conservation Area, Option Period 2: March 1, 2018 through February 28, 2019, Services to be performed during the months of March through September - 1 lump sum CLIN 00040: Irrigation and Maintenance Services for Beal Lake Conservation Area, Option Period 3: March 1, 2019 through February 29, 2020, Services to be performed during the months of March through September - 1 lump sum CLIN 00050: Irrigation and Maintenance Services for Beal Lake Conservation Area, Option Period 4: March 1, 2020 through February 28, 2021, Services to be performed during the months of March through September - 1 lump sum (vi) Statement of Work: The contractor shall provide all necessary personnel, equipment, tools, and materials required to provide irrigation and maintenance services at Beal Lake Conservation Area. Work to be performed is as follows: Irrigating and Fertilizing - The contractor will be provided with an irrigation schedule and shall be expected to irrigate each cell completely according to the schedule (Figure 3). The contractor will be required to complete irrigation tracking sheets, check the pump for oil, check the gauges, ensure proper operation is maintained, keep a fuel tank record, order fuel when needed, receive fertilizer when delivered and apply fertilizer through the fertigation system. Routine Pump Maintenance - The contractor shall be responsible for performing basic pump maintenance, evaluating when more involved maintenance is required, and immediately notifying the project manager and maintenance team. Cleaning the Rock Structure Screen System - The contractor shall access the rock structure screen system by either using a row boat or wading into the water after drawing down the Beal Ditch in both the east (Pump and Irrigation Reservoir) and west side embayment (Figure 2). Draw down is performed by closing the inlet gates and valves at the Topock Marsh/Beal Ditch connection, pumping the water to irrigate the cells, and scrubbing each of the eight wedge-wire screens with a stiff-bristled brush. This task takes approximately 1 hour, and is scheduled every other week unless otherwise directed by the Project Manager. Checking Berms and Roads ¿ Each field of the Beal Lake Riparian Area is separated from adjacent fields by built-up borders or berms. These berms allow each cell to be independently flood irrigated. The contractor shall be responsible for walking the perimeter of the fields being irrigated and checking the berms for blow outs. In the event a berm is breached, the project manager must be notified immediately. Additionally, if a Conservation Area road becomes difficult to navigate or impassible the project manager must be notified. Manual Removal of Vegetation - Arrow weed and other vegetation tend to encroach on the roadways and walkways, grow around the irrigation valves, and spread along the top and embankments of the rock structure. The contractor shall keep the roadways, walkways, irrigation valves and rock structure clear of vegetation for safety purposes due to common sightings of rattlesnakes in such locations The contractor shall come prepared with loppers, a weed-wacker, a shovel, and other desired tools to manage thick vegetation in undesirable areas. Please see attached Performance Work Statement for full details. Also attached is photo of Rock Structure Screen System. (vii) The contractor shall be required to submit an irrigation log and equipment report showing dates, irrigation durations of each cell, hours required to be on site, hours scheduled, and hours worked, irrigation tracking sheets, fuel tank records, data sheets, and equipment reports to the Contracting Officer's Representative (COR). All irrigation logs and equipment reports are required to be saved, scanned and submitted to the COR by close of business Friday of each work week. Invoices may be submitted monthly to the COR for review. The following clauses and provisions are applicable to this commercial item acquisition: (viii) FAR provision 52.212-1, Instructions to Offerors - Commercial Items applies to this acquisition along with the following addendum: General Proposal Instructions Each offeror shall submit a quote in accordance with the instructions contained in this provision. Offerors are solely responsible for all costs associated with their quote. Technical Submittal Instructions (a) General. The technical submittal shall be an orderly, specific, and complete document in every detail. It should be presented in a manner which allows it to "stand alone" without the need to reference other documents. It should convincingly describe the capability of the offeror's organization to participate in this project and effectively demonstrate a thorough understanding of the work statement contained in Attachment I of this solicitation. The proposal shall be organized and written so that it can be easily read evaluated by Reclamation personnel. It should be a coherent document free of internal inconsistencies. (b) Use and Disclosure of Proposal Information. In accordance with the Use and Disclosure of Proposal Information -- Department of the Interior provision of this solicitation, offerors shall mark trade secret or confidential commercial or financial information contained in the proposal with the restrictive legends specified. The offeror shall also clearly and separately mark all proprietary information (as defined in FAR 3.104-3) contained in the proposal with the restrictive legend "Proprietary Information." (c) Format and Content. Offerors must address the following evaluation criteria: Experience - Acceptability Standard: 1. The offeror shall demonstrate that key personnel have experience performing on contracts where the scope of services required were similar to this PWS. Offerors must submit a list of key personnel to be assigned for direct work on the project, including the individuals ¿ education, background and experience. The key personnel should have expertise and experience directly related to the task found in the PWS. 2. Offeror is to provide an example of at least 3 projects where the offeror was the prime contractor and where the work performed was similar in scope and magnitude to the work required under this solicitation ¿s PSW. Similar in scope will be viewed as having experience working on projects involving flood irrigation (southwestern USA region), working in 100+ degree Fahrenheit temperatures, navigating rough terrain on foot, and vegetation removal. All work must have been completed within the last 5 years. Include only projects comparable to the type described in the PWS for which your firm was entirely responsible for providing the labor, equipment, and materials. Technical Approach Acceptability Standard: At a minimum to be considered acceptable, Offerors must submit a complete and detailed technical approach, for performing all tasks in the PWS. At a minimum please address work breakdown structure, proposed methods for executing the work, resources descriptions, personnel hours, and project schedule/timeline. Failure to submit a schedule will result in an unacceptable rating. Past Performance Acceptability Standard: 1. The offeror must demonstrate successful and satisfactory performance on at least 2 projects where work performed was similar in scope and magnitude to the effort required under this solicitation ¿s PWS. 2. Performance was completed within contractually established timeframes with no significant contractor caused delays. 3. Performance was completed to the satisfaction of the customer. The Offeror shall submit the following information in a chart or outline format for each of their references: (i) Name of the project. (ii) Contract number, date and type; (iii) Initial contract amount, final contract amount, and an explanation for the differences (iv) Detailed description of the scope of work in regards to the reconditioning effort. (v) Project scheduled completion date, actual completion date, and an explanation for the differences; (vi) References ¿ Provide the name and address of the acquiring Government agency or commercial customer, and the name(s) and telephone numbers of point of contact who could be contacted for further information. NOTE: An offeror without relevant past performance, or for whom information on past performance is not available, will be given a Neutral rating. The Government may also use past performance information obtained from other than the sources identified by the offeror. Information obtained from the Past Performance Information Retrieval System (PPIRS) located at http//www.ppirs.gov is one of the sources that will be utilized. PPIRS functions as the central warehouse for performance assessment reports received from several Federal performance information collection systems and is sponsored by the DOD E-Business Office and administered by the Naval Sea Logistics Center Detachment Portsmouth. The Government will also use information obtained from The Federal Awardee Performance and Integrity Information System (FAPIIS) http://www.fai.gov/FAPIIS/trailer/module.htm will be utilized as well. (ix) FAR Provision 52.212-2 is not applicable to this RFQ. Reclamation Clause 1452.215-88-Factors for Award-Lowest Price Technically Acceptable Source Selection Process will be used. Award will be made to the responsible offeror submitting the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost/price factors listed in this provision. Reclamation reserves the right to pen discussion if in the opinion of the contracting officer a deficiency can be corrected with discussions. Proposals shall be evaluated for acceptability, but not ranked, using the non-cost/price factors listed below. There shall be no trade-offs. Past performance shall be evaluated in accordance with FAR 15.305; however there shall be no comparative assessment of offerors ¿ past performance. If the Contracting Officer determines that a small business ¿ past performance is not acceptable, the matter shall be referred to the Small Business Administration for a Certificate of Competency determination, in accordance with the procedures contained in FAR Subpart 19.6 and 15 U.S.C. 637(b)(7). If a proposal is determined by the Contracting Officer to be "technically unacceptable" as a result of evaluating all factors other than cost or price, the proposal may be rejected from further consideration.
