Description

United States (U.S.) Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Chief Business Office (CBO), Veterans Point of Service (VPS), Performance Management and Control Services VA118-16-R-0935 The purpose of this Source Sought Notice is to search for qualified vendors capable of meeting the requirement to assist VA with the Performance Management and Control activities for VetLink sites. The vendor shall develop performance management tools, such as dashboards, collect data, perform analysis, and provide monthly reports and weekly reports as needed. Additionally, the vendor shall support the 90 day post deployment visits to the remaining 84 VetLink sites, support the release of new VetLink functionality, and provide management and oversight of the performance management and control activities. The Contractor shall have at least one year of experience providing training and performance improvement recommendations to a nation-wide information system. In addition, the vendor shall provide support and materials for replacing thermal paper for all deployed kiosks through the Operations and Maintenance (O&M) Center. The vendor shall manufacture and/or obtain and hardware upgrade kits for the VetLink kiosks to remediate physical access to ports on the kiosks for every kiosk purchased by the VA. These kits shall be customized, assembled, packaged, and shipped for every VA location - 161 primary VA locations, and 667 Community Based Out-Patient Clinics. See attached Draft Performance Work Statement (PWS) for a full list of requirements. This is a Request for Information (RFI) only. Do not submit a proposal or quote. It is requested that all companies interested in participating in this effort please note their interest and provide information on their respective capabilities to perform the effort described in the attached draft PWS. This RFI is for planning purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and PWS. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with Federal Acquisition Regulation 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. Please indicate if you, your teammates, and/or subcontractors are schedule holders and the name of that schedule and contract.
