- N00164-16-T-0013 - SOURCES SOUGHT - LINAC BEAM FACILITY TESTING - FSC - 7650 NAIC - 541380 ISSUE DATE 16 DEC 2015 - CLOSING DATE 15 JAN 2016 - TIME 4:30 PM EST The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the community, including Small Business Opportunities. This is a Sources Sought Synopsis announcement; market survey for information only, to be used for preliminary planning purposes. No quotes are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR QUOTES AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. This potential requirement is to acquire radiation research facility services in support of radiation hardened microelectronics testing by providing access to a controlled Electron Linear Accelerator (LINAC) with multiple beam energies between 5 and 60 MeV. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Performance Requirements The contractor shall provide a facility which provides a multi-energy electron total dose exposure, enabling NSWC Crane to conduct total dose studies on microelectronic components and subassemblies. The contractor facility and personnel shall be available to NSWC Crane engineers for a period of 24 hours (3-days). A summary of required electron beam requirements is listed below: • The electron beam energies required include: 5, 10, 20, 40, & 60MeV • Total electron fluence per part, at each energy: 1013 e/cm2 • LINAC pulse width: 5 µs • Radiation dose per LINAC pulse: <1000 rad(Si) • Pulse repetition rate: ~200pps • Average beam current: below 0.2µA/cm2 • Corresponding dose rate: ~30KRads/sec or 150 Rads/pulse @ 200pps • Required cabling: No more than 12 (RG-58 cables with BNC ends) • Circuit board holder: Panavise Submission should include: - Offeror's name, address, point of contact, phone number, and e-mail address. - Offeror's interest in quoting on the solicitation when it is issued. - Offeror's capability to perform a contract of this nature -provide at least 3 examples. - Offeror's type of small business and Business Size (Whether HUB Zone, Service Disabled Veteran Owned Small Business, 8(a) Prior Government contract work and pricing is not required for submitting a response under the sources sought synopsis. However, documentation showing past government performance and pricing will be accepted. If no responses are received from this sources sought, the Government intends to negotiate with only one source, Rensselaer Polytechnic Institute, 110 Eight St., Troy NY 12180-3522. Interested Offerors shall respond to this Sources Sought Synopsis no later than 04:30 PM (EST) 15 JAN 2016.
