Attachment II, SOW Attachment I, Pricing Solicitation SGE500-16-R-0009 Request for Proposal American Consulate General Frankfurt Regional Procurement Support Office ATTN: RPSO / Dave Cubitt Giessener Strasse 30 60435 Frankfurt, Germany Ph: **49 - 69 - 7535 - 3313 Fax: **49 - 69 - 7535 - 3329 December 16, 2015 To All Potential Offerors, Subject: Request for Proposals (RFP) Solicitation No. SGE500-16-R-0009, Packing and Shipping Services for Household Effects (HHE) and Government-Owned Materials at the American Embassy Moscow, Russia Dear Sirs, The Regional Procurement Support Office (RPSO) in Frankfurt would like to invite your company to submit a proposal for the above project. This solicitation will result in a firm fixed price, indefinite delivery, indefinite quantity services contract with no price adjustment for any escalation in costs or prices, of labor or materials. All literature and discussions pertaining to this project will be in the English language. Any translations desired by offerors must be made at their own expense. Please thoroughly examine all documents contained in the contract solicitation package, posted on the Federal Business Opportunities website. Your proposal will be submitted by email, to arrive in the email In-Boxes of FrankfurtRPSO@State.gov, and JacobsenW@State.gov by 03:00PM (local time, Germany), on Wednesday, January 13, 2016. Proposals arriving in the In-Box after this time will be considered late, and will not be evaluated. Ensure you submit your proposals electronically as email attachments, and send them early enough to arrive in our in-box by the deadline on Wednesday, January 13, 2016. Remember, sometimes emails can take a while to arrive at their destination. Send the emails early enough. And, do not make the emails too large. It would be better to send several smaller emails than to try to send one extremely large one. In order for a proposal to be considered, you must submit all items identified in Section 3, of the solicitation. Please be advised that you are responsible for furnishing complete information to your subcontractors and suppliers, such as details of specifications and quantities required. Subcontractors and suppliers shall not be referred to the U.S. Embassy Moscow concerning the requirement. All questions will be sent in writing, by email to FrankfurtRPSO@State.gov, and JacobsenW@State.gov. The Contracting Officer reserves the right to reject any and all proposals and to waive any information or minor irregularities in proposals received. In addition, the Contracting Officer reserves the right to establish a competitive range of one or more offerors and to conduct further negotiations concerning price and other terms before awarding a contract, or to award the contract based upon initial proposals received without holding discussions. You are encouraged to make your proposal competitive. You are also cautioned against any collusion with other potential offerors with regard to price proposals to be submitted. The RFP does not commit the American Consulate General Frankfurt to make any award. The Consulate General Frankfurt may cancel this RFP, or any part of it.
