Description
Drawing for Interior Layout This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a Request for Quotes (RFQ) and is 100% set aside for small businesses. The associated North American Industry Classification System (NAICS) code for the procurement is 541410 and the Small Business size standard is $7.5 million. The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) Coastal and Hydraulics Laboratory (CHL) CHL requires a designer to complete the interior design of the building to tie the new work into the existing content. The Requirements are as follows: 1.0 BACKGROUND The Coastal Hydraulics Laboratory (CHL) of the Engineer Research and Development Center (ERDC) executes a wide array of R&D work in areas of navigation and flood and storm prevention for the USACE. CHL has a need to update the interior of the headquarters building to facilitate marketing, improve business development, improve internal communications, and improve work conditions. The conference facility was upgraded and collaboration areas provided along with painting and flooring in the classroom and conference room. CHL requires a designer to complete the interior design of the building to tie the new work into the existing content. The design includes flooring, paint selection, furniture, use of electronic media, and presentation of content onto the walls of the hallways and conference rooms. 2. 0. TASKS Based on the content provided by CHL to contractor, the Contractor shall provide complete designs for tasks in various areas of the CHL headquarters building. All designs must be consistent with new collaboration furniture as well as the paint, trim, and carpet schemes in the conference facility, classroom, and conference room. All designs will be consistent with ERDC guidelines. A sketch with building layout and room numbers is included. a. Content from CHL includes specific photographs, art work, displays cases, graphic story boards, and video displays. This content requires placement in the specified areas with appropriate hardware and in the appropriate décor that matches the remainder of the building while providing the functionality of an office/research laboratory. b. Comprehensive design includes methods for mounting and displaying the content provided through a separate contract. Examples are wall coverings with pictures embossed, framed art work, acrylic panels with art, use of video monitors, moveable and changeable signage. Comprehensive design also includes but is not limited to color schemes for paint, carpet, and trim work, mounting systems, furniture design and layout, integration of technology, and lighting schemes. 2.1 Provide comprehensive design for entrance into the headquarters building (497) to include use of the new CHL crest in the flooring and an ERDC wide video monitor with its own messaging content. 2.2 Provide comprehensive design for entrance into the executive office suite to include a senior staff board. 2.3 Provide comprehensive design for executive office suite (400, 400A, 400B, and 400C). 2.4 Provide design for the circle outside the headquarters building that incorporates the new CHL logo and a water feature. Design must consider the electrical and plumbing connections as well as vegetation. 2.5 Provide comprehensive design for the hallways and common areas leading from the headquarters entrance (497 down hall past the elevator towards room137 and down hall) to the ship simulator (106). OPTION 2.6 Provide comprehensive design and incorporation of the provided content onto the walls in the conference facility (495), conference room (244), classroom (200), and hallway outside rooms 200 and 244. Include use of the ERDC wide video monitor with its own messaging content in the hallway outside rooms 200 and 244. OPTION 2.7 Provide comprehensive design for remainder of the headquarters building for hallways and common areas such as copy centers, break room, and other entrances. OPTION 2.8 Provide furniture and audio visual equipment design and layout for conference room (244) and classroom (200). OPTION 2.9 Provide a design for a new entrance sign for CHL at same location as current sign. Sign should incorporate new logo and crest and conform to ERDC standards. OPTION 2.10 Provide a design for a new collaborative space in the CHL library (586). Must maintain library function but at reduced square footage. OPTION 2.11 For final products, provide a book for each that contains the specifications, drawings, product data sheets, samples, material quantities, estimated price by component, and any special instructions as well as a digital copy on a CD formatted for compatibility with government computer systems. Any furniture designs must be from a GSA catalogue/vendor and provide the appropriate product number and pricing. Final products are will be used for future scopes of work for another contract action, in house work, or a combination. 2.12 Period of performance: Base items: 60 days from date of award Options items to be awarded up through 30 SEP 2016. If option items are awarded, this effort is to be completed by December 31, 2016. 3.0 QUALITY CONTROL The contractor shall present multiple options for each task prior to development of the recommended product. Products shall be presented to lab deputy director, Dr. Kevin Barry. 4.0 SECURITY REQUIREMENTS All contractor and all associated sub‐contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. The following provisions apply to this acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-3 Offeror Representations and Certification Commercial Items; 52.225-13, 52.232-34 - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37. All offerors shall submit the following: 1) Signed Quote and 2) A completed copy of the Provision at 52.212-3 Offeror Representations and Certifications Commercial. Clause 52.212-2 - Evaluation Factors - Commercial Items; (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: All quotes submitted will be evaluated for (1)Technical Acceptability, (2)Satisfactory Past Performance & (3)Price. The government will issue award to the offeror whose proposal is the Lowest Price of those determined to meet at least the minimum requirements to be determined Technically Acceptable & Demonstrates Satisfactory Past Performance. (1) Technical Acceptability; is defined as the documented capability to meet the minimum requirements of the project as specified in this Solicitation and the attached Scope-of-Work (SOW), including evidence of the offeror's capability to provide the items specified. To be determined Technically Acceptable Offerors Shall Submit, for evaluation, the following with their quote package; (A) Evidence of Technical Capability, including documentation of the experience of the company completing contracts of a similar type, size, scope & complexity and/or experience of key personnel. Successful comprehensive designs for customers such as colleges, Corporate Headquarters buildings, museums, interior designs for renovated or retrofit buildings and/or any other information to enable the Government to determine the company's technical qualifications. (B) In addition, offeror's Shall also Specifically Submit for technical evaluation: (1) Minimum of college degree. (2) Minimum of a certification in the field. Professional certification through AIA-American Institute of Architects or NCIDQ - Certified Interior Designer or comparable authority. (C) A proposed project completion timeline and delivery schedule. (2) Satisfactory Past Performance; to demonstrate satisfactory past performance the offeror shall submit documentation of satisfactory performance on past or current contracts involving contracts of a similar type, size, scope and complexity, as well as, provide references, including names and contact information of references who can verify past performance. Past performance information of key personnel may be provided if the company has limited or no past performance. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will be evaluated as neutral on Past Performance, providing the offeror supplies a certified statement with their offer that no past performance information is available. The Government's approach to evaluating past performance is to check the references provided by the contractor to verify satisfactory past performance as well as data obtained from other sources available i.e. government database, past contract files, etc. The offeror is cautioned that while the Government will consider data from other sources, the burden of demonstrating satisfactory past performance rests with the offeror. It is incumbent upon the offeror to submit sufficient documentation and information for the Government to determine technical acceptability, satisfactory past performance and proposed price. Failure to submit sufficient information for the government to determine technical acceptability, past performance or price may be cause for rejection of your quote.
