Description
This is a REQUEST FOR INFORMATION - SOURCES SOUGHT SYNOPSIS announcement to be used for preliminary market research purposes only. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The type of solicitation issued in the future will depend upon the responses to this sources sought synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of Small Business community to compete and perform a Service Contract. The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) is issuing this request for information (RFI) announcement as part of a market survey for a Service Contract for Research and Development for the Environmental Lab. Below are descriptions of the tasks and deliverables required by the Environmental Laboratory (EL), US Army Engineer Research and Development Center (ERDC), Vicksburg, Mississippi. The US Army Engineer Research and Development Center (ERDC), Environmental Laboratory (EL), require tasks and deliverables for the Engineering With Nature (EWN) program. In 2010, the USACE began its Engineering With Nature (EWN) program with the expressed purpose of promoting the intentional alignment of natural and engineering processes to efficiently and sustainably deliver economic, environmental and social benefits through collaborative processes (www.engineeringwithnature.org). The specific tasks which the contractor shall be performing are directed towards satisfying the Corps, Army and Department of Defense (DoD) projects through the use of the development of evidence-based strategic risk communications through utilization of Mental Modeling Technology TM is required. Mental Modeling Technology TM is essential to this effort because it is the premier method for generating the in-depth, evidence-based understanding of factors influencing decision making and behavior required to develop strategies, plans and communications to effectively address complex issues. The overall objective of this procurement is to obtain a contractor to provide services to the Government, as defined in the following task: 1. Conduct Two Stakeholder Meetings- The contractor will design two stakeholder meetings and provide the agenda, facilitation and a comprehensive evaluation report for each meeting. All preparation materials to the EL for review prior to the meetings. The contractor will serve as lead moderator for these meetings, along with a senior research assistant who will support the moderator in facilitating the workshops and taking notes. 2. Supporting EWN Research Strategy-The contractor design and finalize the EWN Research Strategy. Two-three meeting are anticipated, possibly one in-person (note meeting will be held at the most cost effective location) and others by webinar, plus a number of one on one phone interviews to complete the strategy. The contractor will make available all preparation materials to the EL for review prior to the webinars and/or meeting. The final products will include a high-print quality EWN Research Strategy and a brochure summarizing key messages. 3. Provide Communications Video Production-The contractor will produce and develop a five minute video providing the context and overview of EWN and featuring 3-4 research case examples. This video would be followed with a more comprehensive interactive video that would enable dialogue and interaction with members of the EWN Leadership Team. Building from the 5 minute video, the contractor would design, develop and host a state-of-the-science, online stakeholder engagement site that combines Mental Modeling Technology TM with MedRespond's Synthetic Interview TM platform. The contractor will also develop basic communications materials of such as key messages, technical notes, fact sheets, web content, etc. North American Industrial Classification System (NAICS) Code applicable to this sources sought is 541910 Marketing Research and Public Opinion Polling. The Small Business Size Standard for this sources sought is $15 million. Interested organizations having access to demonstrated research and capabilities in this area are invited to submit literature, which describes the general approach, previous related work, and a response per the submission instructions below. After review of the response submissions, the Government may contact select respondents to further clarify the candidate materials.
