Description
The U.S. Department of Transportation, Research and Innovation Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center) intends to contract on a sole source basis with MITRE Corporation in accordance with 41 U.S.C.3304(a1), as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements. The Government intends to enter into a firm-fixed-price contract for services on: 1) GPS/GNSS (Global Positioning System / Global Navigation Satellite System) receiver test procedure is required to document the necessary steps to systematically introduce interference sources, such as Long Term Evolution (LTE) cellular and Continuous Waveform (CW)transmitters, and to determine the interference power level where a GPS receiver is susceptible to loss of performance according to agreed metrics. 2) The test procedure will then be used to conduct GPS/GNSS receiver testing to determine the interference tolerance masks of those receivers tested. In order to meet the Government's needs the contractor must meet the following requirements: (i) expertise in GPS interference issues, (ii) have expertise in cellular LTE technologies, (iii) have laboratory facilities for GPS receiver testing, (iv) laboratory facilities for LTE signal generation and network simulators, (v) experience of having conducted Adjacent Band Compatibility analysis between civil GPS receiver and LTE Networks, and (vi) have independence from the commercial GPS and cellular industries. The estimated period of performance for this Firm-Fixed Price contract will be from the date of award to June 30, 2016. The Volpe Center continues to examine the market for GPS Adjacent Band Compatibility Test Procedure Development and GPS/GNSS Receiver Testing in the industry and will continue to host additional GPS Adjacent Band Compatibility workshops. As of yet, MITRE Corporation is the only organization with the capability to satisfy the Government's requirement to develop a GPS/GNSS receiver test procedure and measure the susceptibility of GPS receivers to signal loss. MITRE Corporation is a Federally Funded Research and Development Center which operates in the public interest with objectivity and independence to be free from organizational conflicts of interest. The North American Industry Classification Code for this action is 541690 and the Small Business Size Standard is $15.0M. THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS. Interested firms have 15 calendar days from the date of publication of this synopsis to submit in writing to the Point of Contact clear and convincing documentation of their company's capability to provide required supplies and services. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after 15 calendar days or without the required documentation shall not be considered. The Government shall not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to this synopsis, is solely within the discretion of the Government. Telephone calls in place of the required documentation will not be accepted. The Volpe Center uses electronic commerce to issue request for proposal (RFP) and amendments to RFP. Paper copies will not be made available. The solicitation and any documents related to this procurement will be available on the Federal Business Opportunities (FBO) website: http://www.fbo.gov. Paper copies of these documents are not available and no hard copies will be mailed. The Government will not pay for any documentation provided in response to this synopsis and any documentation received will not be returned to the sender. Prospective Offerors desiring to receive electronic notification of the solicitation posting and availability for downloading must register on the FBO website. Offerors are warned that when they register to receive solicitations, amendments, and other notices, it is their responsibility to provide an accurate and complete email address to the Government.
