PB-X Attachment 1 U.S. Navy Patrol Boat (PB-X) Solicitation Number: N00024-16-R-2209 Agency: Department of the Navy Office: Naval Sea Systems Command Location: NAVSEA HQ Synopsis: DISCLOSURE: This is a Request for Information (RFI) notice only and is identical to RFI N00024-16-R- 2208 which was posted to the 336611 NAICS code. This is not a request for proposal (RFP) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFP, contract, or order. This RFI is for informational planning purposes and it not to be construed as a commitment by the Government for any actual procurement of materials, machinery, or services. This RFI does not commit the Government to contract for any supply or service. The Government will not pay for any effort expended or any material provided in response to this announcement. All costs associated with responding to this RFI are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative because of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. Specific responses to the approaches will not disqualify or have an impact on participation and evaluation on future solicitations. PURPOSE: This RFI is a follow-up to previous U.S. Navy Patrol Boat (PB-X) RFI issued in June 2015 (solicitation numbers N00024-15-R-2223 and N00024-15-R-2225 issued to NAICS 336611 and 336612 respectively) which requested design information for boats with a nominal length of 40 feet. Based on the responses to the previous RFI and government analysis, several requirements have been adjusted, and the nominal boat length of 40 feet has removed. The purpose of this RFI is to again obtain design information that will allow the Navy to assess the ability of industry to meet the notional Boat Attributes & Requirements listed in this RFI. The Navy seeks to understand the technical, cost, and schedule risks associated with modifying existing designs to meet the notional Boat Attributes & Requirements in this RFI. Submittal of technical data requested in this RFI, and other analysis provided to assist in this, will be used by the Navy to formulate an acquisition strategy for procurement of the Coastal Riverine Force (CRF) boats. The Naval Sea System Command (NAVSEA) is hereby issuing a RFI on behalf of the Support Ships, Boats, and Craft Program Office (PMS 325), to assist in informing the requirements definition and procurement strategy phase to recapitalize 25 feet and 34 feet Patrol Boats (Force Protection boats). These boats are currently in use with the Navy Expeditionary Combatant Command (NECC) Coastal Riverine Force (CRF). The Navy intends to replace approximately 100-160 of these boats with a larger craft (~40ft to ~50ft length) that can meet the notional Boat Attributes & Requirements listed in this RFI. This new craft is currently designated as PB-X. The Navy intends to award a design & construction contract in FY18. In addition to the delivery of the boat, the successful bidder will provide crew familiarization training, an initial spares package, technical documentation, configuration management and post-delivery test and logistics support. This RFI solicits information on a craft which meet design Attributes & Requirements documented in Attachment 1. All boat designs within or near PB-X attributes and requirements should be submitted. DESCRIPTION & MISSION PROFILE: PB-X will operate day or night, in all-weather and will patrol green water littoral zones such as coastal water approaches, bays, major rivers, ports, and harbors. Ambient conditions will range from 20° to 125°F ambient air temperatures (28° to 95°F water temperatures). Specifically, the craft will support maritime security operation missions and tasks such as Harbor Approach Defense; High Value Unit Transit Escort Operations; Visit, Board, Search, and Seizure (VBSS) Operations and Overwatch; Critical Infrastructure Protection; Amphibious Operations Support; Riverine Operations; Mine Warfare Support; Embarked Forces Support (e.g., SOF, EOD, USCG LEDET); and, Humanitarian Assistance/Disaster Relief (HA/DR) Support. The PB-X will be replacing Patrol Boats that are designated as Combatant Craft and have a mission objective of "presence and deterrence." The Navy desires a topside arrangement that will create an intimidating presence and impression on all observers. The PB-X should be primarily identifiable as a military Combatant Craft and not only as a security boat. Boat crew rotation typically occurs 2 to 3 times during a 24-hour duty cycle period. Patrol missions are short transits of less than 1-hour, 25 Nautical Miles (NM) from base to the Operational Area (OPAREA). While patrolling an OPAREA a boat may be required to extend on-station time by loitering at very slow/idle to speeds of 5-8 knots and/or sprint at 35 knots to intercept a Contact of Interest (COI). Escort missions require the craft to match the speed of the High Value Unit which is usually between 15 to 20 knots. RESPONSES & SUBMISSION OF INFORMATION: Interested parties are free to submit any information which may assist the Navy in its market research. There is no page requirement/limit and a detailed proposal is not requested. Submission in PDF format is desired. Drawings sized to 8.5"x11" or 11"x17". All other documentation sized to 8.5"x11". Provide as much of the following technical data as practical within the time constraints of this inquiry. If the Respondent has multiple boats that meet the RFI requirements, a separate response should be submitted for each. The following information is requested (Please use as a checklist): •1. Provide data and/or information on any vessel or vessel design capable of meeting the key requirements as identified in Attachment 1. Data may be submitted on existing vessels, vessels that are conceptual or in design. If the vessel is conceptual or in design please provide level of maturity. The data and/or information should consist of: •a. Principal Characteristics, attributes and capabilities. •· The Navy desires a topside arrangement that will create an intimidating presence and impression on all observers. PB-X should be primarily identifiable as a military Combatant Craft and not only as a security boat. •b. General arrangement drawings, specifications for the candidate boat. •c. Is the boat a conceptual design? If so, please provide the level of maturity. •d. Photographs (if available). •e. A completed design Attributes & Requirements Matrix. •· If the design does not meet an attribute or requirement then provide information on modifications required to address the requirement shortfall. Provide this information in the column provided in Attachment 1. •2. Provide a description of the company's relevant experience. •3. If applicable, identify the number of vessels were delivered, dates delivered and customer. •4. Provide the approximate price for: •a. Candidate vessel (and any quantity discount schemes). •b. Engineering Drawings. •c. Technical Manuals & Other Data. •d. Boat design & data rights. •5. Provide location of company production facilities, if applicable. •6. Describe facility production capacity (e.g. estimate on total construction time for one PB-X; and how many PB-X boats can be built per year), if applicable. •7. Provide company contact information. Note : As a reminder interested parties do not have to meet all requirements listed in this RFI to submit a response. All responses received will be reviewed by the Government.
