- RFP DJD-16-R-0002 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number DJD-16-R-0002 is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-84. This requirement is a set aside 100% Women Owned Small Business. Attached please find the official combined synopsis/solicitation of the Drug Enforcement Administration’s (DEA) requirement for Emergency Medical Technician (EMT) training. The Government intends to competitively award a single firm fixed price (FFP) contract based on the Lowest Price Technically Acceptable (LPTA) proposal. All communication concerning this solicitation, including any of a technical nature, shall be referred to the Contract Support Specialist, Ebony Jones. All questions shall be submitted electronically to Ebony.N.Jones@usdoj.gov on or before Wednesday, December 23, 2015 at 12:00p.m. Eastern Standard Time. The Government may not consider questions received after this date. All Questions & Answers will be provided as an amendment to this solicitation. Prospective Offerors shall propose on all or none of the solicited services. For a list and description of solicited services, see the Standard Form 1449. All sources who submit a timely and complete proposal will be considered. Incomplete submissions will not be considered for award. Proposals shall be received by the DEA, Office of Acquisition & Relocation Management in accordance with the solicitation on or before Tuesday, January 5, 2016 at 2:00p.m. Eastern Standard Time. The proposal must be signed by an official authorized to bind the Offeror, and it shall contain a statement to the effect that the proposal is firm for a period of 90 days from the established due date. This solicitation does not commit the Government to pay any costs incurred in the submission of proposals or to contract for the supplies/services. Please note: the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with this procurement.
