Notice Type: Sources Sought Notice for all 8(a) Business Development business concerns Response date: January 4, 2016 at 9:00 AM ET Classification Code: R Professional, Administrative and Management Support NAICS: 541611 Administrative Management and General Management Consulting Services and 561920 Convention and Trade Show Organizers This is a Sources Sought Notice for 8(a) Business Development concerns. This requirement is in the 8(a) program. There is no solicitation available at this time and requests for a solicitation will receive no response. This Sources Sought Notice is published for market research purposes only and is being conducted to identify potential 8(a) sources capable of performing the requirements for an anticipated Business Administration and Conference Logistics Support Services effort suitable for the Department of Energy (DOE) to run the program offices within the Office of the Under Secretary for Science and Energy (S4). Information is being collected from all potential 8(a)-certified business sources at this time. The anticipated National American Industry Classification System (NAICS) codes for this action are 541611, size standard $15,000,000.00, and 561920, size standard $11,000,000.00. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DOE contract. Prospective contractors are cautioned to ensure that the proper NAICS codes appears in their SAM. At this time a final acquisition strategy has not been finalized. Interested parties responding to this sources sought notice shall identify any key partnering agreements (joint venture agreements, key subcontractors, other teaming arrangements). Please note that a key factor for any proposed Joint Venture proposal is that small business prime contractors must perform at least 50% of the effort, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontra cting. The DOE anticipates an Indefinite Delivery Indefinite Quantity (IDIQ) contract may be awarded with a five year ordering period. These support services include, but are not limited to, the following: business administration services relating to operational advice, support and assistance on administrative management issues, such as but not limited to financial planning and budgeting, equity and asset management, human resources, records management, office planning, moving, property control and accountability, strategic and organizational planning, site configuration and selection, records management and business process improvement. Conference logistics services will include, but are not limited to, the following: planning and logistics, as well as conference execution. Should a solicitation be issued as a result of this sources sought synopsis, the Contractor shall furnish all necessary personnel, supervision, management, facilities, supplies, materials, equipment, and transportation needed to accomplish the requirements unless otherwise specified in the resulting solicitation. The estimated value of this effort is between $75,000,000.00 and $125,000,000.00. The majority of the work will be performed at DOE facilities in Washington, DC and/or in Golden, CO. All interested 8(a)-certified business concerns shall submit a capabilities package. The capabilities package should be brief and concise. Recent, relevant experience should be provided, including whether this experience was as a prime contractor or a subcontractor, whether it was in support of a Government or commercial contract and what the scope of the experience was. Teaming and/or subcontracting arrangements should be clearly delineated and any previous experience in teaming arrangements must be outlined. Interested contractors will clearly explain how they intend to meet the stated requirements. Your statement of capabilities should include the following: Company Name; Address; Point of Contact; Telephone number; E-Mail Address; DUNS number; CAGE Code; Web Page URL; and additional applicable small business designations (i.e. SDVOSB, WO, HubZone). The capabilities package shall not exceed fifteen (15) pages. If additional pages are submitted, only the first fifteen pages will be reviewed. No solicitation document exists at this time. This notice does not constitute a request for quotation. Therefore, requests for a solicitation will not be considered and no further action will be taken by the Government. This notice may represent the Government?s only official notice of this procurement. Submission Instructions: Submissions are to be emailed to christine.leonard@ee.doe.gov.
